SUBJECT: REPLACEMENT OF THE ELECTIONS/RECORDER COMPUTER WITH RESTRICTED FUNDS AND
RELATED ACTIONS
SPECIFIC REQUEST(S) OR RECOMMENDAT GA(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize the release of $393,149 from the reserve in the Recorder
Micrographics/Modernization Fund (Fund 1100) into the fund balance in Fund 1100
(Restricted Revenue).
2. Approve appropriations and revenue adjustments to use the released funds for the
purchase of a Data General MV15000 computer, and related equipment, software, and
expenses, to replace the existing Elections/Recorder computer which is no longer
capable to support current needs. (AP005095 and RA005095)
FINANCIAL IMPACT
There is no impact on the General Fund. Fees on recordable documents accumulate in the
Micrographics/Modernization Fund for the microfilming and automation of County
Clerk-Recorder functions. The accumulated funds in this Fund were placed in a reserve in
this Fund pursuant to your Board's action in adopting the final budget for 1987/88. The
purpose of this reserve is for upgrade and replacement of the Elections/Recorder/Superior
Court computer. Funds are needed from this reserve earlier than anticipated because the
current computer cannot handle existing workload.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The County 'Clerk[Recorder has a Data General MV10000 computer which is used for Recorder,
Elections, and some Clerk/Superior Court. applications. The performance of the computer
has been deteriorating seriously this fiscal year. On September 25, 1987, your Board .
authorized the purchase of two used memory boards. This has resulted in some improvement,
but has not solved the basic problem of performance degradation.
The insufficient capacity of the MV10000 is significantly hampering preparations for the
coming primary elections, routine Recorder operations and civil calendaring . in the
Superior Court. The above recommendations will allow the purchase of a larger computer to
handle Elections and Recorder functions. The existing MV10000 will continue to be used
for civil automation for the Clerk/Superior Court, including calendaring. It will also
allow for the added data collection and retrieval requirements associated with the
mandated AB 3300 program of civil Trial Court Delay Reduction, which is scheduled to begin
on January 1, 1988.
County Data Processing has been involved in planning process and concurs with the
recommendations, as do the County Clerk and Superior Court.

CONSEQUENCES OF NEGATIVE ACTION:
Performance of the Elections/Recorder computer will continue to deteriorate to the point
that it may not be reliable. No additional terminals can be connected to the computer.
the Superior Court judges and their clerks will not be able to calendar information which
is critical to the implementation of the Trial Court Delay program.
