SUBJECT: Kesterson Reservoir Drainage Monitoring
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Chair to sign a letter to the United States Bureau
of Reclamation requesting information on the schedule of dis-
charges , a copy of the monitoring process and results of draining
Kesterson Reservoir.
FINANCIAL IMPACT
None.
REASONS FOR RECOMMENDATION/BACKGROUND
The U.S. Bureau of Reclamation has received permission from the
State Water Resources Control Board to drain Kesterson Reservoir
as part of the overall cleanup of the site. Drainage water from
Kesterson Reservoir will be discharged into tributaries to the
San Joaquin River, which eventually flows into the Sacramento/San .
Joaquin Delta. The high levels of selenium in Kesterson Reser-
voir would be diluted with flows from the San Joaquin River and
the Delta. The dilution is supposed to render the selenium
harmless to the environment.
Since Contra Costa County receives a large portion of its drink-
ing water directly from the Delta, it is appropriate that the
Board of Supervisors request this information from the Bureau.
Contra Costa County has long standing policies opposing discharge
of agricultural drainage into the Delta if water quality is
affected.
