HomeMy WebLinkAboutMINUTES - 02021988 - TC.3 TO: BOARD OF SUPERVISORS `: Supervisors Robert Schroder and Sunne Wright McPeak, Contra and MTC Commissioner Steve Weir (Costa DATE' : February 2, 1988; County SUBJECT: Contra Costa County' s Proposed Comprehensive Rail Extension Program for the Bay Area SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Consider and discuss Contra Costa County' s comprehensive program for BART extensions and other rail extensions in the Bay Area (attached) , for presentation to the MTC Executive Committee on February 12. REASONS FOR RECOMMENDATIONS/BACKGROUND: Due to the successful efforts of the Board of Supervisors, MTC, and members of the State Legislative and Congressional delegations, the proposed BART Colma station has been stopped, and is now under regional review. These actions have also initiated regional debate on the larger issue of a region-wide program of BART and other rail extensions for the Bay Area. It is now time to focus on achieving consensus on a comprehensive program for BART extensions and other rail extensions in the Bay Area that would be satisfactory to Contra Costa County, as well as to other Bay Area counties. The Executive Committee of MTC will consider this issue at its February 12, 1988 meeting. Contra Costa County in concert with the Transportation Partnership Commission (which will consider this issue on February 3 ) should consider a unified program for presentation at this meeting. This is an urgency item due to MTC' s consideration of the Caltrain issue on February 12, 1988, for forwarding to the California Transportation Commission in March 1988. Goal: Assure extension of BART to East Contra Costa County and San Francisco Airport as essential elements of a regional program. Initiate studies on extensions of BART in West County and South County. II. Principles for a Comprehensive Rail Extension Program (all of the following conditions must be met) A. The regional program must be equitable for all counties. MTC must develop regional consensus regarding the basis for equity by all taxpayers. MTC needs to assist each county in identifying how it will contribute its fair share and receive its share of the benefits. Non-BART counties must buy-in to the system, their share to be based on existing local taxpayer investment in the BART system. B. As the rail system is extended it should result in projects being built in Contra Costa, Alameda, San Francisco, San Mateo and Santa Clara at the same time to ensure all counties simultaneously share in the extension program. C. There must be a unified region-wide advocacy and lobbying effort to successfully obtain Federal and State funds for the program. This effort should work within the federal ground rules, and .strategically target Federal funds to project(s) most attractive under federal criteria, while targeting local funds to projects less attractive under federal criteria. A similar targeting approach should be used when advocating state funding. D. The Colma project, by itself, must not receive priority for federal funding. The $25 million San Mateo County buy-in proposed in the BART/Samtrans Principles of Agreement is insufficient and unacceptable. The buy- in must include sufficient funds early in the program 2 to assure construction of at least one additional BART station in Contra Costa County simultaneously with construction of the Colma Station. E. Every County must contribute local funds to the regional program. III. Comprehensive Rail Extension Program for the Bay Area A. Construct the following projects: 1. BART over Willow Pass to Eastern Contra Costa County, including lowering and widening Willow Pass Grade. Assumes BART to pay, at a minimum, for the incremental cost of lowering the grade and acquiring the transit right of way required between Willow Pass Road and Bailey Road. Lowering and widening of Willow Pass to occur at earliest possible opportunity as funds become available, and should precede construction of an extension from the Concord BART station. 2 . BART to San Francisco Airport (including Colma Station, Airport peoplemover connection, and intermodal terminal with Caltrain at the Airport station) . 3 . Retain current Caltrain service. Upgrade Caltrain facilities and service south of the Airport; including acquisition of the right of way from Southern Pacific, grade separations, and station and parking improvements. Conduct environmental studies on relocation of Caltrain terminal in downtown San Francisco. 4 . San Francisco Project as determined by the City and County of San Francisco. 5. Alameda County BART extensions consistent with Measure B and determined by the Alameda County Transportation Authority. 6. Santa Clara County connection to regional rail in the East Bay. 7 . Marin/Sonoma Counties Project B. Complete studies, right-of-way preservation, and preliminary engineering in the following corridors: 3 1. West Contra . Costa County 2 . San Ramon Valley/I-680 3 . Dublin to Livermore 4 . San Francisco Airport to San Jose 5. Milpitas to San Jose IV. Financing of above program to be accomplished by: A. Contribution of local share according to MTC "fair share" formula. Local share sources could include the existing 1/2 cent sales tax, additional 1/2 cent sales tax, and private sector fees. B. Contribution from federal government for portions of the comprehensive program that can qualify, and funding from CTC. C. Dedication of BART reserves for capital construction to meet requirements of Alameda Measure B match, completion of Willow Pass grade project (engineering, design, ROW acquisition) and essential planning and design work to secure federal and state dollars. D. Potential funding sources include: 1. San Mateo County buy-in 2. San Mateo County, new 1/2 cent sales tax 3 . Alameda County Measure B 4 . Contra Costa County local contribution 5. Santa Clara County local tax revenue 6. Federal Share - SF Airport extension 7. Federal Share - Caltrain upgrade 8 . Federal Share - Warm Springs extension and Guadalupe connector 9. State funds 10. BART Reserves
