SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
The Transportation Committee recommends that the Board of Supervisors
accept this report, which will be submitted to TRANSPLAN for its
consideration.
FINANCIAL IMPACT:
None.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
TRANSPLAN is the transportation planning committee for eastern Contra
Costa County and is part of the Contra Costa Transportation
Partnership Commission ( CCTPC) . The nine-member TRANSPLAN committee
includes representatives from the cities of Antioch, Brentwood, and
Pittsburg, and the County. In July, the Board of Supervisors
appointed Supervisors Torlakson and McPeak, and Planning Commissioner
Ronald Nunn, as the County representatives on TRANSPLAN.
The CCTPC has charged TRANSPLAN with the responsibility of developing
a transportation plan for eastern Contra Costa County. This plan is
to be submitted to the CCTPC after it is considered by each
jurisdiction represented on TRANSPLAN. On January 13 , 1988,
TRANSPLAN approved a list of regional transportation projects
containing project descriptions and priorities. This list was
approved on a 5 to 3 vote. The list is now being distributed to the
cities of Antioch, Brentwood, and Pittsburg, and the Board of
Supervisors for their consideration and formal approval. TRANSPLAN
will consider the actions of the cities and the County at its
February 10 meeting.

The Transportation Committee of the Board of Supervisors has reviewed
the project list ( see Exhibit A) . Their comments are indicated by
strikeouts for deletions, and italicized type for additions. The
Transportation Committee is particulary interested in TRANSPLAN' s
consideration of TSM programs, regional planning, and street
maintenance/enhancement needs.
The Transportation Committee would like the Board to be aware of
these comments, which will be submitted to TRANSPLAN for
consideration at the February 10, 1988 TRANSPLAN meeting. The
project list will be brought back to the Board for consideration and
approval after February 10.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to accept this report may delay submittal of the TRANSPLAN
project list to the CCTPC.
