HomeMy WebLinkAboutMINUTES - 02021988 - T.4 T. 4A THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 2, 1988_by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, and Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: Requested Participation in Discounts to the Brown Bag Program and Community Food Coalition. The Board on this date while considering the application for rezoning ( 2748-RZ) and development plan 3071-87 filed by Seeno Company and B.B.V. Associates in Oakley, a shopping center with Raley' s Market as the anchor store, observed that Raley' s had been approached for a discount for the Brown Bag Program in Antioch for the homeless, and Supervisor McPeak recommended sending Raley' s a letter requesting them to participate in the discount program for the. Brown Bag Program. Karl Wandry, Community Development Department, informed the Board that Loaves and Fishes in Pittsburgh was broken into during Christmas and all the food was stolen, and that when Loaves and Fishes went to Fry' s Market in Pittsburg for help, Fry' s replaced everything in kind free of charge. Supervisor Schroder recommended that a letter of thanks be written to Fry' s. Supervisor McPeak recommended that the Board refer to the County Administrator' s office the Board' s request for a letter to Raley' s requesting participation in the Brown Bag Program and the Community Food Coalition, a letter of thanks to Fry' s, a letter to other grocery stores to see if they will participate in a discount program or in some other way for the Brown Bag Program, and that the Board also request the County Administrator to coordinate the requests with the Community Food Coalition. The Board discussed the matter. Therefore, IT IS BY THE BOARD ORDERED that the County Administrator is REQUESTED to coordinate with the Community Food Coalition in the preparation of letters to Raley' s Markets asking them to provide discounts to the Brown Bag Program and Community Food Coalition; the County Administrator is REQUESTED to prepare a letter to Fry' s Market thanking them for replacement of stolen food to Loaves and Fishes, and asking them to consider discounts to the Community Food Coalition; the County Administrator is REQUESTED. to prepare a letter to Safeway Stores thanking them for their past support of the Community Food Coalition in the annual food drive and asking them to consider discounts in the Brown Bag Program; and the County Administrator is REQUESTED to prepare letters to other food stores in the County asking them to consider discounts to the Community Food Coalition. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the i-ni Utes of the Board of Supervl§orq on the mate shown. Bragdon Contra jK Director of Community Development C^sta DATE: January 14, 1988 CO^ SUBJECT: Hearing on Rezoning Application #2748-RZ to rezone approximately 16. 12 acres of land located approximately 1, 500 feet on the south and west side of State Highway 4, opposite and northerly of the Carol Lane intersection, and opposite the Big Break Road intersection in the Oakley area, from Light-Industrial (L-I ) to Planned Unit District (P-1 ) , filed by A.D. Seeno Construction Company (Applicants) and B.B.V. Associates (Owner) . W SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Declare the Board' s intent to take the following actions: 1 . Accept the environmental documentation prepared for this project as being adequate. 2 . Approve the Rezoning Application #2748-RZ, along with Development Plan #3071-87, including the condition of approval imposed by the East County Regional Planning Commission. 3. Adopt the East County Regional Planning Commission' s findings as set forth in Resolution No. 2-1988 as the determinations for these actions. 4. Introduce the ordinance giving effect to the aforesaid rezoning, waive reading and set date for adoption of same. CONTINUED ON ATTACHMENT: YES SIGNA ACTION OF BOARD ON FPhruary 2. 1988 APPROVED AS RECOMMENDED X OTHER X This being the time noticed by the Clerk of the Board of Supervisors for hearing on this matter, Jean Mesick, Community Development Department, described the project and the project site. . Ms. Mesick presented the staff recommendation to concur with the Planning Commission's decision, declare intent to approve the rezoning, accept the environmental documentation and introduce the ordinance giving effect to the rezoning. Ms. Mesick recommended modifications on the conditions of approval, condition 4A and conditions 25G and 25T. The public hearing was opened and the following people appeared to speak: Marshall Torre, 4300 Railroad Avenue, Pittsburg, Director of Forward Planning, Seeno Construction Company, commented on the proposed opening date for the center of July 1988, the construction of the signal light at Highway 4 and Big Break Road, and positive benefits of the project. Mr. Torre also requested minor modifications of the conditions of approval, conditions number 16 and 17. Supervisor Torlakson requested clarification of the sign at the center and requested that it be subject to final design and review process by the Zoning Administrator. Supervisor Torlakson also requested clarification from the staff on the modifications to the conditions requested by Mr. Torre. Jean Mesick responded to Supervisor Torlakson's concerns. The public hearing was closed. Supervisor Torlakson recommended that the project move forward Wath the recommended modifications by staff and concurred with the recommendation on conditions 16 and 17 with the addition on condition 17 that the concerns expressed by the Planning Commission be taken into account in the final review by the Zoning Administrator and he added an additional condition that the final monument sign design and wording be carefully reviewed to have the sign fit esthetically with the Highway 4 entrance to Oakley. On recommendation of Supervisor Torlakson, IT IS BY THE BOARD ORDERED that the Board DECLARES ITS INTENT to approve recommendations 1, 2 with amended conditions, 3, and as in recommendation 4, Ordinance No. 88-19 is INTRODUCED, reading waived, and Community Development Department is requested to prepare the appropriate documentation for Board consideration.
