PUBLIC NOTICE
TO ALL INTERESTED PARTIES:
NOTICE IS HEREBY GIVEN that on February 2, 1988, the Board of
Supervisors of Contra Costa County .continued to February 23, 1988 at
10: 30 a.m. its hearing on proposed Ordinance No. 14, for Contra Costa
County Sanitation District No. 15, said proposed ordinance would amend
Ordinance No. 1, establishing and continuing various fees for said
Sanitation District, said hearing to be held in Room 107 of the County
Administration Building located at 651 Pine Street, Martinez,
California.
The proposed ordinance will establish and continue the following
fees: Annexation Fee, Annexation Application Processing Fee, Field
Inspection Fee, Permit Issuance Fee, Plan Checking Fee, Sewer
Connection Fee, Sewer Lateral Fee, Water Connection Fee, and an
Investigation Fee for work without a permit, and it establishes the
time that these fees shall be paid.
The Board of Supervisors will accept public comments and consider
adoption of this proposed ordinance at this public hearing.
All written material required by Government Code Section 54992 is
available at the office of the Public Works Director, 255 Glacier
Drive, Martinez, California, and at the office of the Clerk of the
Board of Supervisors, 651 Pine Street, Room 106, Martinez, California.

SUBJECT: ORDINANCE NO. 14 FOR SANITATION DISTRICT NO. 15
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
a. Continue hearing on Contra Costa County Sanitation District
No. 15 Ordinance No. 14 , amending Ordinance No. 1 by establishing,
increasing and continuing various fees, to February 23, 1988, to allow
for mailing of notice to interested parties who have filed a written
request for such notice.
b. Direct the CLERK OF THE BOARD to mail notice of the time and
place of the hearing, including a general explanation of the matter to
be considered, and a written statement that the data required by
Govt.Code § 54992 is available,at least 14 days prior to the meeting,
to any interested party who has on file a written request for mailed
notice of meetings on new or increased fees ;
c. Direct the ENGINEER of the DISTRICT to make available to the
public at least 10 days prior to 2-23-88, data indicating the amount of
cost, or estimated cost, required to provide the services for which the
various fees are levied or increased, including revenue sources
anticipated to provide the services.
II. REASON FOR RECOMMENDATION:
The above actions are necessary to comply with the requirements of
Govt.Code § 54992 .

BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
AS AND CONSTITUTING THE BOARD OF DIRECTORS
OF
CONTRA COSTA COUNTY SANITATION DISTRICT NO. 15
AN ORDINANCE AMENDING ORDINANCE NO. 1,
ESTABLISHING AND CONTINUING VARIOUS FEES
The Board of Supervisors of Contra Costa County, as and
constituting the Board of Directors of Contra Costa County
Sanitation District No. 15, ordains as follows:
SECTION 1. Section 5.2 of Ordinance No. 1, as amended, is amended
to set forth existing miscellaneous fees and their time of payment
in Ordinance No. 1; increase fees for field inspection, permit
issuance, plan checking and sewer laterals; and establish an
investigation fee for work done without a permit, to read:
5.2 Method of Accumulating Funds, Miscellaneous Fees
A. Methods of Accumulating Funds. Funds shall normally be
accumulated by a system of initial fees, charges and annual
sewerage service charges, and shall be established by the Board,
from time to time, as provided by law.
B. Miscellaneous Fees. The following fees and rates are
herein established:
Fee Rate
Annexation $180/acre or part thereof
Annexation Application
Processing $400
Field Inspection 4-1/2% of the value of the
construction ( $50.00 minimum)
Permit Issuance $20. 00
Plan Checking 2-1/2% of the value of the
construction ( $50. 00 minimum)
Sewer Connection $600 . 00 each
Sewer Lateral (where a $500. 00 each
side sewer was stubbed
out to the property line)
Water connection $1, 200.00 each
C. Investigation Fee for Work Without a Permit.
(1) Investigation. Whenever any work for which a permit is
required by District ordinances has been commenced without first
obtaining said permit, a special investigation shall be made
before a permit may be issued for such work.
. (2 ) Fee. An investigation fee, in addition to other fees
shall be paid whether or not a permit is then or subsequently

issued. The investigation fee shall be equal to the amount of all
permit fees. The payment of such investigation fee shall not
exempt any person from compliance with all other provisions of
District ordinances nor from any penalty prescribed by law.
D. The fees herein provided for shall be paid at the
following times .
( 1) Plan Checking Fee - At the time of submitting plans and
specifications to the District for checking.
(2 ) Permit Fee - At the time of application for the permit.
( 3) Inspection Fee - At the time of issuance of the
connection permit.
(4 ) Connection Fee - At the time .of issuance of the
connection permit.
( 5) Annexation Fee - At the time of initiation of annexation
proceedings .
( 6 ) Fees of Oakley-Bethel Island Waste Water Management
Authority - At the time of issuance of the connection permit.
(7 ) Investigation Fee - When notified by the engineer of the
amount determined to be payable.
( 8) Sewer Lateral Fee - At the time of issuance of the
connection permit.
( 9 ) Water Connection Fee - At the time of issuance of the
connection permit.
( 10 ) Annexation Application Processing Fee - At the time of
initiation of annexation proceedings .
SECTION 2. EFFECTIVE AND OPERATIVE DATES. This ordinance becomes
effective sixty ( 60 ) days after passage, becomes operative ninety
( 90) days after passage, and within fifteen days of passage, shall
be published once with the names of Supervisors voting for and
against it in the , a newspaper published
in this County and circulated in the District.
