Corot COORDINATION BETWEEN FIRE DEPARTMENTS AND THE "IJV SUBJECT; BUILDING INSPECTION DEPARTMENT REGARDING ISSUANCE OF BUILDING PERMITS AND COMPLIANCE WITH FIRE CODES SPECIFIC RE EST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Fire Chiefs Association the question of developing a program to assure as thorough and complete coordination as possible in this matter of fire code compliance and issuance of permits. Request a report from the Fire Chiefs Association to the Internal Operations Committee so that a recommendation can then be made by this Board committee. BACKGROUND INFORMATION: It has come to my attention over the past few years that several major commercial buildings or commercial/business types of projects have been given building permits but have not complied with fire code requirements. Questions exist in the following areas: --the thoroughness of the Building Inspection Department' s notification to the Fire Department that an application is pending before the Building Inspection Department. --whether the applicant is fully enough notified that they must get clearance from the Fire Department before they will be granted occupancy permits by the Fire Department. --whether the application is fuly aware of the fire district requirements. In a number of instances recently, buildings have been nearly 90% complete before a fire inspector representative different departments has discovered that these projects were moving forward and in most of the cases major oversight has exist regarding the buildings not being sprinkled. One avenue for discussion between the Building Inspection Department and the Fire Chiefs would be additional notification such as a bright red flyer handed to all applicants informing them that they must contact their fire department for specific detailed analysis of their plans for compliance with the fire code. This employee should be an engineer fully familiar with the fire building requirements. This employee working at a desk in the Building Department would be available to answer applicant' s questions as they come in for building permits and available to work closely with the building department plan checkers as they move forward with their very fine plan checking turn around for projects. This might eliminate a step in the permit process for the user, as well assure total compliance with the needs of each fire district for fire code compliance.
