SUBJECT: Paid Time Off for County Employees
Holding Public Offices
The Board received a report dated January 7, 1988 from
County Counsel, transmitting the attached policy relative to paid
time off for County employees holding public offices.
Victor Westman, County Counsel, advised that the policy
expands the existing County policy to allow limited paid time off
for unpaid service as officers of agencies of the State exercising
State-wide regulatory jurisdiction.
Board members discussed the matter and agreed on the
need for more restrictive language in the policy to allow
Department heads discretion in granting time off to employees in
the interest of County government.
IT IS BY THE BOARD ORDERED that the proposed policy
amendment relative to paid time off for County employees holding
public offices is REFERRED to the County Administrator and County
Counsel to prepare further amendments as recommended by Board
members.

SUBJECT: paid Time Off for County Employees Holding
Public Offices
WHEREAS this Board recognizes that certain County employees
serve as elected or appointed public officials of city councils,
special purpose districts; school boards; and agencies of the
state, including the State Bar, exercising state-wide regulatory
jurisdiction;
WHEREAS these employees, from time to time, attend meetings
of said councils , districts , board, or agencies which are
scheduled during the course of their workday; and
WHEREAS it is difficult for these employees to meet their
responsibilities to the public agency they serve absent some
provision for additional time off;
The Board of Supervisors of Contra Costa County HEREBY
RESOLVES that County employees who serve as elected public
officials or appointed public officials of agencies of the State
exercising state-wide regulatory jurisdiction, shall be allowed up
to two (2 ) hours per week or eight ( 8) hours per month of paid
time off to attend scheduled meetings of the public agency they
serve. The following provisions shall apply to said employees:
1. To qualify for paid time off the employee must hold
. public elected office within the geographic boundaries of
Contra Costa County or be appointed to an office of a
state agency, including the State Bar, exercising state-
wide regulatory jurisdiction.
2. One week of the employee' s annual vacation accrual must
be used for this purpose before any such request can be
approved.
3. The employee must provide his/her department head at
least twenty-four (24 ) hours notice stating the reason
and necessity for the request in each instance.
4. The paid time off may be used only to attend a scheduled
meeting of the public agency the employee serves without
pay and not for the conduct of political campaigns or
attendance at fund raisers.
The time off hours provided for by this policy may be
accumulated for one month only; if utilization of such
accumulation is not required during. the ensuing month any
remaining balance is canceled at the end of the month.
The policy is applicable effective , 1988,
with departments responsible for keeping the required timekeeping
records.
