Authorizing Submission of a Modification to Cooperative �.J�J��llty Agreement with the California Department of Education (County 4419-8097-1) SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, a modification to State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program Year 1987-1988 (County #19-8097-1), requesting authorization to expend $106,896 of Job Training Partnership Act (JTPA) 8% funds (in addition to the $81,113 in PY 86-87 carryover funds already approved) for the period February 1, 1988 through June 30, 1988; and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non- substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100% federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: At the beginning of program year 1987-88 (July, 1987) the State Department of Education notified the Contra Costa County Private Industry Council that a total ,of $106,896 in JTPA 8% monies was available for use in this Service Delivery Area (SDA) - the County excluding the City of Richmond. At the direction of the State Job Training Coordinating Council (SJTCC), these 8% monies must be used a) only for "GAIN eligible" participants (AFDC recipients), b) only for Basic Skills, GED or ESC (English as a second language) and c) must be matched at the local level (either in cash or in-kind). By its action on August 19, 1987, the Board approved submission of a JTPA State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program Year 1987-1988 (County #19-8097-0) to incorporate 1986-87 8% carryover funds to continue two projects initiated in PY 1986-87. It is now apparent that implementation of the GAIN program has been significantly delayed from the original projections. In order to utilize these 1987-88 8% funds the County must incorporate and expend these funds now. At its meeting of January 20, 1988, the Executive Committee of the Private Industry Council moved to recommend continuation/expansion of the two 8% projects (provided by Acalanes Union High School District and Pittsburg Unified School District) from February 1, 1988 through June 30, 1988. The full PIC is expected to give final approval to this recommendation at its meeting of January 29, 1988. The funds provided through this Cooperative Agreement are 100% federal and are subject to certain matches in non-JTPA in-kind and cash contributions assured by the two local education agencies.
