Spooner , Contracts Administrator Costa DATE: January 21, 1988 County SUBJECT; Approval of Contract Amendment Agreement #23-055-5 with San Ramon Valley Fire Protection District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-055-5 with San Ramon Valley Fire Protection District , effective February 1 , 1988 , to amend Contract #23-055-4 (effective from 12 :01 on April 29 , 1987 to 12 :00 midnight on April 28 , 1989) to add one ( 1 ) Advanced Life Support Unit to Emergency Response Area 4 and to accept Contractor ' s request to increase its rates for emergency transport services . II . FINANCIAL IMPACT : None . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : On January 13 , 1986 the Board approved selection of emergency ambulance services and authorized the Health Services Director or his designee to negotiate two-year contracts with three ambulance services , one of which is San Ramon Valley Fire Protection District which provides service in Emergency Response Area 4. The Health Services Department recently received a letter from the Contractor stating that , because of the growing population and the resulting increase in emergency medical responses , they, in conjunction with John Muir Medical Center , wish to place in service an additional Advanced Life Support (ALS) Unit . This Unit will require six new paramedics , and to partially offset the cost , the District is requesting an increase in its patient charges for emergency ambulance service from the current rates of $390 for ALS units (paramedic staffed) and $170 for Basic Life Support (BLS) [EMT-I staffed ] units to $500 for ALS and $275 for BLS units . The current rates have not been increased since the service was established in January 1984 , and the pro- posed new rates are comparable to rates charged by private ambu- lance services . Contract Amendment Agreement #23-055-5 increases the ALS units specified in Contract #23-055-4 from one ( 1 ) to two (2) ALS units , and provides for amendment of the Contractor ' s proposal for contract , dated December 3 , 1986 , to reflect the rate increase requested by the Contractor .
