Slusher, Personnel Analyst III SUBJECT: Social Service Department P300 14570: Add One 40/40 Social Service District Office Manager Position; Cancel Two 40/40 Account Clerk - Experienced Level Positions #1064 and 1098. On January 12, 1988 the Social Service Department initiated P300 #14570 requesting the addition of one Social Service District Office Manager position and the cancellation of two Account Clerk - Experienced Level positions. The purpose of the request is to classify a Social Service District Office Manager position for assignment to the Muir Road, Central District Office in Martinez. Prior to the current reorganization within the Social Service Department, the department was separated into the Central/East and West County Districts with one Office Manager separately assigned to administer the district-wide clerical operations. The reorganization includes the establishment of the separate East County District and the reassignment and relocation of the Central/East District Assistant County Welfare Director (R. Manning) . In addition to Ms. Manning's reallocation, the Department will reassign and relocate the Central/East Social Service District Office Manager position and incumbent (pos. #352, P. Wampler) to the East County District Office located in the new Antioch facility. The new Social Service District Office Manager position will be assigned to the restructured Central County District which includes the Stanwell Concord and Muir Road Martinez offices. The position will be under the supervision of Robert Hofmann the newly reallocated Assistant County Welfare Director. As District Clerical Manager, the position will be assigned to plan, organize, direct and coordinate Central County clerical operations such as typing, record keeping, mail and correspondence routing, timekeeping and payroll reporting, injury reporting, filing forms control and reproduction of printed matter. The position will also confer with departmental and district staff regarding district clerical support and equipment needs, policies, operating procedures and other staff departmental activities. Additionally, the position will establish work priorities for the clerical organization and direct the development of production standards; directs the establishment and maintenance of clerical support systems and assists in the preparation of procedures manuals; plan and manage office layout and space utilization; evaluates office equipment and supply requirements and prepares cost estimates. Other administrative duties of the position will include P300 #14570 -2- January 20, 1988 supervising, training and evaluating all subordinate staff; advising on and implementing policies and procedures for the personnel management of the district clerical staff; managing budget expenditure controls over funds allocated to the district; and, interviewing, selecting, or participating in the selection of clerical personnel . Based upon the district-wide clerical administrative duties assigned, staff has determined the position to be appropriately classified at the level of Social Service District Office Manager and recommends approval of P300 #14570 as requested.
