Transpor- tation Comm. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION URGENCY. ACTION REQUESTED REASONS FOR RECOMMENDATIONS/BACKGROUND: On Monday February 22, 1988, the Transportation Planning Division staff was notified that Caltrans had forwarded its recommendations on Article XIX and TCI Funding to the California Transportation Com- mission (CTC) . The staff generally discussed the issue with the Board' s Transportation Committee on the same day. The CTC will consider the recommendations at its meeting on February 26, 1988 and Commission staff will receive public comment until March 24, 1988. Based on staff ' s quick review of the Caltrans proposal, the following recommendations are made for the Board' s consideration and present- ation to the CTC at its February 26, 1988 meeting. The Board may wish to designate a Supervisor(s) to attend the CTC meeting if schedule(s) permit. Please note that as indicated above, there will be opportunities to make comments on the recommendations through most of March. There may be further comments and recommendations presen- ted for the Board's consideration as staff has an opportunity to review the proposal in more detail. RECOMMENDATION: 1. BART requested $31.4 million for three rail projects in Alameda and Contra Costa Counties. According to Caltrans, none of the pro.jects are expected to have environmental clearance before the end of the 1988-89 fiscal year. The Commission has already programmed $10. 9 million for these projects from the 1987-88 Article XIX guide- way appropriation, funds which have not yet been allocated because of the lack of environmental clearance. BART had applied for $16,039,000 for the Pittsburg-Antioch Extension (PAX) . The Caltrans project fact sheet indicates that the environmental work for PAX will not be completed until after the end of FY 1988-89. Caltrans ,policy is to not allocate funds to a project which cannot encumber the funds in the same fiscal year. dpll:boCTC.t02 Orig. Dept. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY ,DEPUTY Transportation Planning staff information indicates that the environ- mentals on PAX will be completed in late calendar 1988. Therefore denial of allocation of funds on this basis is erroneous and this information should be brought to the attention of the CTC. Further, the full $16 million request should be allocated to the PAX project. Contra Costa residents have been paying taxes to support the BART District for twenty-five years. Eastern Contra Costa residents have yet to receive any rail service from BART. Now that BART is beginning to move toward the development of the extension, its efforts to seek all available funds should be supported. 2. The Caltrans staff report recommends the allocation of funds to the Colma .BART Station Project. The San Mateo County Transit District (SAMTRANS) is the project sponsor. Samtrans requested $7,430,000. and the staff -is recommending $6,407,500 for allocation to be used for final engineering and design, right of way purchase and construction. Transportation Planning staff believes that an allocation to Colma is premature given the arrested state of the BART-Samtrans Agreement on Colma. Further, the funds allocated to Colma should be reallocated to extensions in the East Bay including PAX, given the anticipated completion date of the environmental work on the extension. The funds available from the Colma project can be used to make up a portion of the $16 million requested for Pittsburg-Antioch. 3. SB--140 (Deddeh) has recently been amended to provide for five year programming of Article XIX Guideway funds in an amount not to exceed $75 million annually. It is imperative that the Contra Costa extension be included in State programming now in order to secure a place for funding the project as it progresses through the develop- mental stage into full project construction. In addition, the County, BART and Caltrans are cooperating on the combined highway and transit project to widen and lower State Route 4 over the Willow Pass Grade. This project is critical to the extension of rail service into Eastern Contra Costa County and by working together the affected jurisdictions are ensuring that extension construction is as cost effective as possible. This project is the County' s highest unfunded priority. In recognition of the efforts by the County to secure support for this project, including a $2 million contribution from BART, funds from H.R. 2 and the possibility of a contribution from the United States Navy, the CTC has placed the project on the long lead time studies list. The County needs to be represented in any process that will ensure maximum State participation in the extension project. The Board is requested to authorize the County staff and the County' s lobbyist to participate in this process. 4. The CTC will be considering comments, Transportation Planning staff believes that staff in conjunction with the County' s Sacramento lobbyist should be directed to work with CTC staff to develop a set of recommendations that accurately reflect the status of the County' s Pittsburg-Antioch Extension and which should ensure full State participation in the project over the next several years. 5. The Transportation Planning Division staff is directed to transmit the County' s position on this important issue to Representa- tives Miller, Dellums, and Stark, the State delegation, Chairman Bill Bagley and Members of the California Transportation Commission, CTC Executiv,p Director Robert Nielsen, the Contra Costa Transportation Partnership Commission, the Metropolitan Transportation Commission and other interested and affected parties. dpll:boCTC.t02
