THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on February 23, 1988 by the following vote:
AYES: Supervisors McPeak, Torlakson, and Schroder
NOES: None
ABSENT: Supervisors Powers and Fanden
ABSTAIN: None
SUBJECT: Proposed establishment of County-wide Area of Benefit
to provide for assessing and collecting fees for bridge
and/or major thoroughfare construction as a condition of
development.
The Board on January 12, 1988 fixed this time to consider
the proposed establishment of a County-wide Area of Benefit to provide
for assessing and collecting fees for bridge and/or major thoroughfare
construction as a condition of development.
Michael Walford, Public Works Director, reviewed the
Development Program Report and the procedure utilized in preparing the
proposal.
Board members discussed with staff the process and the
proposed fees.
The Chair declared the hearing open and the following
persons appeared:
Steve Weir, representing the Merle D. Hall Company suggested
an accommodation for Senior Housing, based on trip generation.
Robert A. DalPorto, 5691 Marlin Drive, Byron 95414, stated
he approved of the concept, but suggested the proposed fee is not
appropriate for the Bethel Island area since certain infrastructure
proposed for that area will not be necessary at this time and he
requested it be held in abeyance until the specific plan is in place.
Marc Goto, representing the City of San Ramon, made
suggestions for amending the proposed fee structure and commended
staff for its methodology.
Wanda Longnecker, representing County Service Area R-7A,
advised that it is the goal of her Committee to provide safe bicycle
trails in the park district. She requested a copy of the proposed
ordinance.
Dave Lennon, representing the Hofmann Company, requested a
boundary change, to include in the existing Discovery Bay fee area
that portion Discovery Bay that is not currently included rather than
having it included in a different fee area.
The Public Works Director reviewed the history and
the status of the area in question and the respective fee structures.
Supervisor Schroder recommended that the item be continued
for further input and suggestions and that staff be requested to
consider the comments submitted today.
IT IS BY THE BOARD ORDERED THAT the recommendation of
Supervisor Shcroder is APPROVED, and this hearing is CONTINUED to
March 15, 1988 at 10:30 a.m.
