SUBJECT: Referral of Child Care Issues to Internal
Operations .Committee
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Refer to the Internal Operations Committee the following
child care affordability proposals and issues for review
with the Child Care Task Force and recommendation to the
Board of Supervisors:
a. increase income tax credits for child care expenses for
parents, including a sliding scale of income tax
credits according to level of income;
b. provision of technical assistance to employers for
establishment of tax-sheltered child care/dependent
care accounts as is possible under existing law;
C. establishment of a "child care affordability fund" to
assist parents of lower incomes with child care
expenses by identifying a new revenue source to support
the fund. New revenue sources to be explored may
include:
initiation of a recreational enterprise to employ
local teenagers and generate a profit for child
care; feasibility of such an enterprise ( i.e. , a
theme park, waterslide, dance arena, etc. ) on
existing county property or donated land should be
explored;
- dedication of all or a portion of the revenue of a
new commercial venture such as . sales tax revenues
from development at the Pleasant Hill BART
Station, Buchanan Field Airport, or 'another
project ( such development projects would, of
course, need to be done in cooperation with
neighboring cities and consistent with growth
management policies) ;

- dedication of a portion of transient occupancy tax
(T.O.T. ) from hotels and motels throughout the
county ( the Board of Supervisors has already
marked a portion of expected T.O.T. from the
Pleasant Hill BART Station to support the
coordination of the child care system in Contra
Costa County) ;
d. establishment through new state law of a "Child Care
Partnership Fund" to match local contributions (both
public and private) for operation of local public-
private partnerships for child care such as the Contra
Costa Child Care Council; such a program should be a
complement to and coordinated with the California Child
Care Initiative.
BACKGROUND
My husband and I presented the above proposals in our joint
speech to the 1988 Kiddie Awards sponsored by the Contra
Costa Child Care Council. There was much interest in
discussing and further studying these proposals related to
the affordability issues surrounding child care. The Board
of Supervisors has previously referred the general topic of
child care affordability (along with sick child care and
implementation of the recommendations of the Child Care Task
Force) to the Internal Operations Committee. The above
referrals are specific proposals for study and analysis.
Together, they comprise a package of proposals for
affordability that could make a tremendous difference in
assisting parents in acquiring affordable, quality child
care.
