Solid Waste Recycling Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize Supervisor Tom Torlakson and the Chair, Solid
Waste Commission to make a presentation before the Contra
Costa Mayors ' Conference emphasizing the importance of
recycling and urging that all cities cooperate with the
County on recycling programs, resource recovery programs,
and the proposed solid waste public education program.
2 . Authorize the Chairman of the Board of Supervisors to send
letters to the Mayors and City Managers 'of each city in
Contra Costa County urging their cooperation with the County
in programs dealing with recycling, resource recovery, . and
public education.
3 . Leave this item on referral to our Committee.
BACKGROUND:
The County is presently pursuing a three-part program to reduce
the County' s reliance on landfill as a final repository for solid
wastes:
( 1) The initiation of a substantial solid waste public
education program which is covered by a separate report
from our Committee this morning.
( 2) The hiring of a recycling consultant to work with
cities and sanitary districts to plan specific
recycling programs for various communities within the
County. (Please see attached report from Community
Development Department staff) . This consultant is paid
for from the additional solid waste planning fee which
was imposed last year.

( 3 ) The hiring of a full-time County employee to handle the
County' s resource recovery programs. It is anticipated
that the necessary personnel actions for this position
will come to the Board for approval on March 8, 1988 .
This position, which will address commercial and
industrial resource recovery strategies will be
financed by funds made available as a part of the
conditions of approval for the Acme Fill Transfer
Station.
Each of these important efforts needs to move ahead as quickly as
possible. The recycling effort is already underway. With Board
approval of our companion report on the solid waste public
education program and approval in two weeks of a position for
resource recovery specialist, this . County will begin to move out.
of the "dark ages" and into the enlightened era when as much
solid waste as possible is recovered, recycled and reused rather
than simply being disposed of to a landfill. Our Committee
believes these efforts, taken together, are extremely important
in reducing our reliance on future landfill sites as a final
repository for our household, commercial and industrial solid
wastes.
