Solid Waste Public Education Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize staff from the Community Development Department to
prepare a 15-month budget covering the period from April 1,
1988=-June 30, 1989 for the Solid Waste Public Education
Program and return it to our Committee on March 14, .1988.
2 . Order the Director of Personnel, in cooperation with staff
from the Community Development Department, to give the
highest possible priority to processing the personnel
actions necessary to establish a class and salary for one
full-time position within the Community Development
Department to manage the Solid Waste Public Education
Program, obtain .Board approval for the position, and recruit
for an individual to fill this position.
3 . Authorize the Chair, Solid Waste Commission, and staff from
the Community Development Department to meet with the
operators of the. existing landfills within the County to
solicit voluntary donations .of sufficient funds to cover the
15-month budget outlined in Recommendation #1 above. If
necessary, authorize meetings with the Sanitary Districts in
the County requesting grants or, if necessary, ' loans to
cover the budget for the Solid Waste Public Education
Program to be repaid from the development conditions
attached to applications for new sanitary landfill sites.
4 . Leave this item on referral to our Committee.
BACKGROUND:
Our Committee met with the Hon. Avon Wilson, Chair, Solid Waste
Commission, and staff from the Community Development Department
on February 8 to continue our discussions on the need for a solid
waste public education program. It seems clear that- before staff
meet with the operators of the existing landfill sites a budget
needs to be developed for such a program. Staff has indicated to
our Committee that a public education program can appropriately

take as much staff time as the Board is prepared to dedicate to
such a program. It appears to our Committee that a permanent
full-time County employee will represent a better use of our
money than a part-time outside consultant. We believe that the
recruitment of such an employee needs to proceed at the same time
that staff are seeking funding for the position because of the
lead time involved in recruiting and testing for such a position.
We wish to emphasize that it should be a high priority to the
Personnel Department to recruit for this position.
We believe that the existing landfill site operators should fund
the estimated cost of $100 ,000 to operate this program through
June 30, 1989 . However, if they, are unwilling to. finance the
entire program we have recommended that staff meet with the
Sanitary Districts, most of whom have a stake in an adequate
public education program.
