It appears to our Committee that a permanent full-time County employee will represent a better use of our money than a part-time outside consultant. We believe that the recruitment of such an employee needs to proceed at the same time that staff are seeking funding for the position because of the lead time involved in recruiting and testing for such a position. We wish to emphasize that it should be a high priority to the Personnel Department to recruit for this position. We believe that the existing landfill site operators should fund the estimated cost of $100 ,000 to operate this program through June 30, 1989 . However, if they, are unwilling to. finance the entire program we have recommended that staff meet with the Sanitary Districts, most of whom have a stake in an adequate public education program.
