Diablo The Board received the attached letter dated February 1, 1988 from William and Genevieve Sattler, 4050 Poplar Avenue, Concord 94521, transmitting a proposed resolution relative to cattle grazing on Mt. Diablo. We request that the Board of Supervisors invite the staff of the Department of Parks and Recreation to make .a presentation regarding grazing in M9 ant Diablo State Park. The board should consider all options, including the park department' s fire manage- ment plan. Enclosed is a proposed resolution to supersede Resolution No. 87/556 and No. 87/556A. We urge that this matter be referred to the appropriate committee and that hearings be held to resolve this matter. Please inform us regarding any hearings or actions on this item. Mount Diablo State Park ) WHEREAS, on September 22, 1987, the Board of Supervisors of Contra Costa County passed resolutions nos. 87/556 and 87/556A on the subject of the future of cattle grazing in Mount Diablo State Park; and WHEREAS, the board therein expressed its support for the continuation of a project interpreting cattle ranching for the enjoyment and education of park visitors, and. expressed its concern over the need to protect adjoining private property from the spread of wildfire originating in the park; and WHEREAS, the board also recognizes the need, which has been expressed, by many members of the public, to protect the park' s natural resources from undesirable impacts that grazing can bring, including alterations in the ecology of plant communities, damage to recreational trails, and degradation of streams, ponds, and springs; and WHEREAS, the California Department of Parks and Recreation is in the process of preparing both a general plan and a fire management plan for Mount Diablo State Park, which in combination will address all of the above-mentioned matters; and 1,11HEREAS, Mount Diablo State Park is one of California' s most outstanding natural areas, and an irreplaceable recreational and educational resource serving an ever-increasing number of visitors from the county, the state, and throughout the world; and WHEREAS, the board recognizes that it is the proper province of the California Department of Parks and Recreation to manage state parks to preserve their outstanding natural, scenic, and cultural values, their indigenous fauna and flora, and their native environmental complexes, for present and future genera- tions; and WHEREAS, the board wishes to clarify the intent of its past resolutions; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: The board commends the staff of the California Department of Parks and Recreation for their continuing efforts to prepare a general plan for Mount Diablo State Park sensitive to the diverse interests and concerns expressed by various segments of the public and governmental agencies. In particular, the board supports efforts to achieve an appropriate balance between the use of park lands as part of a demonstration ranch project and the protection of sensitive lands and resources from the heavy impacts caused by cattle. The board recognizes that in addition to cattle grazing, there are. many other available tactics that can assist in the control of the spread of wildfire. Those tactics include the creation of fuel breaks and alternative methods of fuel reduc- tion. The level of effectiveness of grazing as a fire control device remains in dispute. The board urges the California Department of Parks and Recreation to come to agreement with local fire districts on an effective plan for the reduction of fire danger to homes and other property adjoining Mount Diablo State Park. In design- ing and carrying out the fire management plan, the Department should utilize those tactics, which can include cattle grazing, that are found to be most effective in the long-berm reduction of fire hazards, consistent with the protection of Mount Diablo' s natural resources. So long as the above-mentioned goals and the legitimate concerns of the park' s neighbors are respected, the board recognizes that it is the task and prerogative of the California Department of Parks and Recreation to design a general plan that best addresses the many interests expressed at public hearings and in correspondence, while upholding the purposes for which the state park system was established. It is not the intent of this board to foreclose any means of achieving that end.
