SUBJECT: Costs Associated with the Demonstrations at
the Concord Naval Weapons Station
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Authorize the Chairman to send a letter to Congressman George
Miller, III advising him that the Sheriff ' s law enforcement costs
associated with the demonstrations at the Concord Naval Weapons
Station for 1987 equal $185 ,762.
BACKGROUND:
On February 2 , 1988, the Board of Supervisors referred to the
County Administrator and Sheriff-Coroner a letter dated January
20 , 1988 from Congressman Miller asking for a detailed accounting
of the local costs of providing law enforcement at the Concord
Naval Weapons Station. Congressman Miller has co-authored HR
3711 with Congressman Pete Stark. HR 3711 would reimburse the
County for expenses which exceed $50 , 000 in any one calendar
year. As 'the attached accounting from the Sheriff-Coroner shows,
the total costs to the Sheriff for calendar year 1987 total
$185 ,762. Assuming the exclusion of the first $50, 000 as is
required by HR 3711, this would leave $135 ,762 due the county for
calendar year 1987. These costs are, of course, continuing into
1988. so additional reimbursement will no doubt be required to
repay the County for its costs in 1988.
We are, therefore, recommending that the Chairman be authorized
to transmit this information to Congressman Miller for his use in
hearings before the House Judiciary Committee.
