SUBJECT: BOARD OF SUPERVISORS RECOMMENDATION OF JANUARY 12, 1988 -
INDUSTRIAL TRUCK PARKING IN THE TARA HILLS AREA
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
The Community Development Department offers the following
approaches to address the problem:
1 . That the Environmental Health Division draft regulations which
would restrict the parking of any vehicles would restrict .the
parking of any vehicles used for transporting toxic wastes -
whether empty or full - to areas specially designated for that
purpose.
2 . That parking of all industrial size trucks be restricted to
truck routes and/or other specially designated parking areas.
3 . That the Board of Supervisors communicate with the California
Highway Patrol regarding parking enforcement (industrial
trucks in particular) along San Pablo Avenue and Tara Hills
Drive, in the Tara Hills area.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department makes the following
observations with regard to the Board of Supervisors ' referral:
1. The problem includes 1) the parking of trucks on private
property at the Tara Hills Center and 2) parking along San
Pablo Avenue and Tara Hills Drive in the vicinity of the
Center.

Heavy Truck Parking
2 . The zoning districts established by the Community Development
Department regulate only land use on public and private
properties within those districts. Jurisdiction over vehicles
- both moving and parked - along roadways in the
unincorporated areas lies with the California Highway Patrol. .
3 . The Land Use Permit and Development Plan processes give the
Community Development Department control over the design of
parking areas created in association with permitted uses.
However, the size and type of vehicles which park in a
designated area, together with the permitted length of stay,
are largely up to the property owner.
4 . Most shopping centers have signs postedewhich restrict
parking. Owners are certainly within their rights to request
that vehicles in violation be towed.
5. The Community Development Department does have on-site
jurisdiction over industries involved in production and
transportation at toxic wastes. Jurisdiction over actual
transporting of toxic wastes on public roads, lies with
CALTRANS and the California Highway Patrol.
