SUBJECT: Buchanan Field Airport
The Board received the attached report dated February
16, 1988 from the Public Works Director relating to noise
compliance and monitoring activity at Buchanan Field Airport.
Andrea Wise, representing People Over Planes, expressed
concern over alleged discrepancies in the figures used in the
complaint reports.
Joyce Church, 2120 Morello, Pleasant Hill, commented on
the Aviation Advisory Committee members ' lack of responsiveness to
public concerns. I
Tanya Leyden, 2847 LaSalle Avenue, Concord, expressed
concern about the Aviation Advisory Committee members ' lack of
response and respect for public citizens attending Committee
meetings.
After discussion by Board members, IT IS ORDERED that
the report from the Public Works Director on noise compliance and
monitoring activity at Buchanan Field Airport is ACCEPTED.
IT IS FURTHER ORDERED that Board members contact their
individual appointees to the Aviation Advisory Committee relative
to the alleged lack of response to public concerns.

Buchanan Field Yearly Airport Yearly Complaint Record
This report summarizes the complaints for the full
calendar years of 1983 through 1987 . The complaints for 1987
averaged slightly over 65 complaints per month . Those associated
with Buchanan Field only averaged slightly over 56 complaints per
month .
The noise study is nearing completion and th.e
consultant has already started submitting recommendations . The
airport is in the process of developing a job description and .
anticipates hiring a person to specifically deal with the noise
complaint problems in the near future .
PSA Operations over Pleasant Hill and Concord - 1987
This report breaks the operations over Pleasant Hill
and Concord down in numerical and percentage values. The
significant numbers for your consideration would be the year to.
date landings and takeoffs percentage shown in the December
section . This indicates that 6 . 02_ % of all PSA operations
occurred over Pleasant Hill and 10 . 56%- of all operations occurred
over Concord . This takes into consideration very heavy months ' of
May where 2. 3 . 18% of operations occurred over Pleasant Hill and .
June where 24 . 21 % of operations occurred over Concord . Both of
these were because of runway construction .
For 1988 there is no runway work anticipated which
would cause any disruption of runway usage . Our current projec
tions are that the percentage of PSA operations over the
respective communities will be down in 1988 .
Comparison of PSA Complaints to Total 1987 Complaints
This report specifically compares PSA related
complaints to total complaints of 1987 and provides a percentage
of that total for your information . The 1986 total complaints is
shown strictly for comparison purposes . It can be seen that the
PSA complaints remain at a relatively constant numerical level
and at approximately 25% of the total complaints . As mentioned
previously , the months of May and June were. up because of runway
work . Most of the complaints lodged relative to PSA are because`
of the visual impact of the airplane not specifically hec.ause of.
noise .
Summary of Total and Local Aircraft Operations at Buchanan Field
irport
Questions frequently arise as to the volume of traffic
at Buchanan Field Airport . This summary provides a comparison of .
total operations beginning in 1975 through 1987 . This also shows
local operations . The local operations are shown to give you an
indication of the " touch and go " traffic . Also in this report i.s
a percentage comparison to the most recent previous year , as .well
as a percentage comparison to the highest year . , As can be seen ,
the highest year was the year 1977 . Our current total traffic is
at. a level of 64 . 72% of our busiest year . We have also included
a graph of this traffic for visual comparison purposes .
Caller Com laint Anal ysis for 1987
This shows that there were 783 calls received from 345
different callers . The ten families that called the most often
generated 32 . 05% of our total complaints . The top 50 families
that called generated 57 . 34 % of our complaints . 252 of the
callers were one time callers only . Of t-hese , 99 were not
associated with Buchanan Airport .
FAR Part 150 Noise Study and Airport Noise Ordinance
The FAR Part 150 Noise Study and the Master Plan are
scheduled to be presented to the Board of Supervisors in March .
It is anticipated that the draft of the noise ordinance will also
be presented at that time . Once theBoard of Supervisors has
accepted the Master Plan , the consultants will complete a full
EIR . on the Master Plan .
