SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Approve and authorize the County Administrator to execute on
behalf of the County an amendment . to the contract with
Jackson/Barish and Associates to increase the payment limit by
$1000 and add language providing that the contract payment may be
used to reimburse employees of Jackson/Barish & Associates for
actual and necessary expenses.
BACKGROUND:
On . January 26 , 1988 , the Board approved a contract with
Jackson/Barish and Associates for calendar year 1988 for
legislative representation in Sacramento. On occasion, the
County asks one or more of the employees of Jackson/Barish to
attend a meeting outside of Sacramento, requiring airplane fare
and other related expenses. We have already made such a request
of Ralph Heim, our principal lobbyist from Jackson/Barish.
Mr. . Heim attended a meeting of County Administrators in Los
Angeles on February 12 at the County' s request to discuss
amendments to SB 709 to address the problem of the no- and
low-property tax city provisions of SB 709. Mr. Heim' s
attendance at that meeting was extremely helpful. We expect that
similar meetings will be needed during the current legislative
session. As a result, we believe it is necessary to amend our
contract with Jackson/Barish and Associates to allow for payment
of these actual and necessary expenses that are made at the
request of the County.

SUBJECT: AUTHORIZING EXECUTION OF TITLE III OLDER AMERICANS ACT
GRANT AWARD (COUNTY #29-040)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Authorize the Board Chair to sign and submit Title III Older
Americans Act Grant No. A-8788-33 (County #29-040) , providing
for an award of $1,818 in federal funds to County' s Office on
Aging for use in local assistance training, to the California
Department of Aging.
FINANCIAL IMPACT:
None. 100 percent federal funds
REASONS FOR RECOMMENDATION/BACKGROUND:
In support of its programs for the elderly, County may expend
the awarded funds for various County Office on Aging
activities, including attendance at conferences, conventions,
or workshops.
Approval of this request is necessary so that these funds may
be obligated for use prior to June 30, 1988 and fully
expended no later than September 30, 1988 .
