CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT SN 21 P e2' 402 To: Larry Fugazi Date: Supervising Personnel Analyst January 19, 1988 From: Web Beadle�f, Subject: Envirormental Health Division Departmental Personnel Officer Staffing Changes This is a request to CANCEL a Supervising Envirormental Health Inspector positon and add 2 less expensive field personnel positions. The following background information is provided. For sane time there had been a Supervising Inspector assigned to 20 Allen St. to assist Dan Berman, Director of Envirormental Health, with a variety of program management, administrative support and troubleshooting work (as opposed to supervising field inspection activities) . Due to a recent retir®ent, the Department has decided to realign staffing in such a way as to refocus resources on field activities. Mr. Bergnan and his remaining 3 Supervising Inspectors will absorb most of the program management work and administrative support will be provided by the newly hired Public/ Envirormental Health Division Administrator effective 2/1/88. To implement this change we are asking to add 2 postions to be classified on the follow- ing basis. 1) Envirormental Health Inspector: To perform general field inspection activities to include health regulation of businesses, restaurants, swimming pools, small wells, sewage and trash. If possible, we wound prefer to fill the position at the Inspector level (R.S. ). If we are unable to do that, we'll downgrade it to the Assistant Inspector level (in which case a net cost savings will result) . 2) Sanitation Aide: Probably will be assigned to Central/East County and assist Inspector staff with trash and garbage camplaints, nuisence complaints and solid waste disposal issues. Under seperate cover we will be requesting an exam to fill this position. In terms of cost, only a slight increase results and, according to Mr. Bergman this increase can be offset by the collection of tonage fees under the solid waste program (see the 10/2/87 memo attached) . There will be no increase in space and equipment costs associated with this request. Please shoot for placement of the attached P-300 on the 2/16/88 Board agenda. WB:RP:rp Attachments A-41 B/81
