Senate Bill 1693 (Roberti, et al)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Adopt a position of support for SB 1692 . and SB 1693 by Senator
Roberti and others which would place an $850 million housing bond
issue on the ballot June 7, 1988 . SB 1692 specifies how the
funds would be spent if the bond issue is approved by the voters.
BACKGROUND:
As the Board is aware, the problems of the homeless in California
continue to grow. Local governments simply do not have funds
available to solve the problem. In addition, low- and
moderately-priced rental units 'are scarce. Particularly in the
Bay Area the cost of unsubsidized .rental housing often places it
outside the reach of many individuals and families. SB 1693 ,
which. is co-authored by Senators Petris and Boatwright, proposes
to place an $850 million "Housing and Homeless Bond Act of 1988"
on the ballot on June 7, 1988 . SB 1692 specifies how the bond
proceeds are to be spent. . It includes the following distribution
of funds:
$400 million for rental construction
$200 million for housing rehabilitation
$ 45 million to acquire and rehabilitate residential
hotels
$ 30 million for grants to programs to assist the
homeless
$ 15 million to provide congregate housing and
community housing programs
$ 10 million to develop migrant farm labor centers
$150 million for an interest-rate subsidy program to
assist first-time home buyers and
veterans

In view of the finding made by the Legislature in SB 1692 that
the federal budget for assisted housing has declined sharply,
leaving state and local government the burden of developing
affordable housing, this bond measure seems essential.
The Executive Director of the Contra Costa County Housing
Authority recommends that the Board of Supervisors strongly
support SB 1692 and SB 1693 . This office concurs in that
recommendation.
