I. R1DOOMMENDED ACTION'
Approve payment limit of $10,700 (increase of $6,000) for the Consulting
Services Aunt between Contra Costa County Sanitation District No.
15 and Harding Lawson Associates, effective July 1, 1987. Approve
modification of agreement by substituting Scope of Service, dated February
2, 1988 and extend the.ccupletion date to December 31, 1988.
II. FINANCIAL IMPACT:
No impact on County funds, all costs will be charged to Sanitation District
No. 15.
M. REASONS FUR �i/BAQ IND'
In December 1986 the Sanitation District No. 15 Emergency Storage Facility
was used to store sewage while the force main was,being repaired. After
the level in the north pond rose above five feet a flow of water appeared
on an adjacent property. The Regional Water Quality Control Board (FBJQCB)
requested that the storage facility be lined with an impervious liner.
District No. 15 contracted with Harding Lawson Associates for a permeability
study and-the design of the liner. The report and design was reviewed
by the--ISVQCB at which time they requested data and work that exceeded
the s�ope of the Consulting Services Agreement.
IV. i CSS OF NEGATIVE ACTION:
Failure to approve this change of the agreement will require the District
to contract with another consultant, abandon the emergency storage
facilities, or be subject to being fined by the Regional Water Quality
Control Board.

FIELD STUDY AND REPORT ON PERMEABILITY, IN`PEGRI'I'Y
AND STABILITY OF SD 15 EMGENCY STORAGE FACILITY
SCOPE OF SERVICE
1. Collect soil samples and test for permeability of the existing pond lining.
2. Field inspect pond levees.
3. Review emergency repair of levee leak.
4. Prepare report on options available to increase pond lining permeability
to 1 x 10 cm/sec.
5. Prepare plans and specifications for corrective work to pond lining.
6. Provide backup inspection and soils testing during construction.
Service added Febnmary 2. 1988.
7. Drill soil borings and collect relatively undisturbed soil samples.
8. Supervise and observe soil borings.
9. Convert bore holes to observation wells.
10. Perform laboratory analysis on soil samples.
11. Perform engineering analysis and develop conclusions and rendations
regarding the following:
a. Subsurface stratigraphy beneath the ponds, including depth to ground
water.
b. Estimated settlement behavior of the ponds.
C. Soil engineering design criteria for pond lining, including ocrstnactian
considerations.
