RECOMMENDED ACTION: APPROVE a five year lease term for approximately 2306 square feet of office space at the Plaza Lynda Office Complex at an initial rental rate of $1.15 per square foot to serve as the new location of the Antioch Housing Office, and AUTHORIZE the Executive Director to execute the office space lease, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The rental schedule for the five year lease shows $1.15 per rental square foot, or $2,651.90 per month. This is a favorable rental rate for the area in which the Plaza Lynda Office Complex is located. The rental costs for this office will be charged to the Section 8 Certificate and Housing Voucher Programs. III. REASONS FOR RECOMMENDATION/BACKGROUND: One of the goals of the Housing Authority staff for the past several years has been to combine the two Antioch housing offices into one Antioch housing office operation. This would serve to combine staff resources assigned to the Antioch area and provide a more efficient and effective Housing Office operation. The two present offices, one on °J" Street and the other office at Elder Winds are both too small to permit the consolidation of the two office staffs in Antioch. Recently, office space located across the street from the Elder Winds apartment complex has become available. This new office space is located at 2219 Buchanan Road in the Plaza Lynda Office Complex. Approximately 2306 square feet of ground level office space is available for leasing. This is ample space to accommodate both the "J" Street and the Elder Winds offices into a single office operation. Sufficient parking is provided at this office complex. Both the "J" Street and Elder Winds offices would continue to be used by the Housing Authority maintenance and administrative staffs to serve these two apartment complexes. The primary administrative office operations for the Antioch area would be moved to the Plaza Lynda Office Complex. The proposed lease was referred to County Counsel for legal review and County Counsel has approve the proposed lease form. At its Regular Meeting on January 25, 1988 the Advisory Housing Commission moved to recommend that the Housing Authority lease 2306 square feet of office space at the Plaza Lynda Office Complex, 2219 Buchana Road, Antioch, for a five year period with a five year option to renew at an initial rental rate of $2,651.90 per month, or $1.15 per square foot and that the Executive Director be authorized to execute the office space lease. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the five year lease for office space at the Plaza Lynda Office Complex the Housing Authority would be forced to attempt to locate other available office space in Antioch, for the consolidation of the two Antioch offices, which might not have such favorable features, location and rental terms. /i
