RECONSIDERATION OF CONDITIONS PLACED ON $50,000 CONTRIBUTION TO
SHELTER, INC. FOR USE IN THE .HOMELESS HOUSING CRISIS FUND
I . RECOMMENDED ACTION:
RESCIND condition No. 1 placed on the motion made November 16, 1987, whereby
no funds given to the Homeless Housing Crisis Fund by the Housing Authority could be
used to serve applicants within the jurisdiction of the Housing Authority of the City
of Richmond and SUBSTITUTE as condition No. 1: Shelter, Inc. and the Homeless
Housing Crisis Fund are encouraged by the Housing Authority to apply for funding from
other housing authorities; with condition No. 2 and the balance of the motion
remaining as adopted, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
After the November 16, 1987 recommendation of the Advisory Housing Commission
to allocate $50,000 from the Housing Authority's Local Management Fund to Shelter,
Inc. for use in the Homeless Housing Crisis Fund with two conditions: 1) No funds
given to the Homeless Housing Crisis Fund by the Housing Authority of the County of
Contra Costa will be used to serve applicants within the jurisdiction of the Housing
Authority of the City of Richmond; and, 2) Shelter, Inc, will seek applications from
eligible families in the communitites of Brentwood, Oakley, Bethel Island, Byron and
Knightsen; the Advisory Housing was called upon to reconsider its position with
regard to the use of Housing Authority funds to serve applicants within the
jurisdiction of the Housing Authority of the City of Richmond.
In reviewing their position on this matter, the Advisory Housing Commission
concluded that in excluding residents of the City of Richmond from benefiting from
funds given to the Homeless Housing Crisis Fund by the Housing Authority of the
County of Contra Costa they had not taken the homeless into consideration.. After
further consideration, the Advisory Housing Commission stressed that they did not
wish to exclude anyone from use of the Homeless Housing Crisis funds.

At the Regular Meeting on January 25, 1988, the Advisory Housing Commission
voted to delete condition No. 1) from the motion made on November 16, 1987 and
substitute 1) Shelter, Inc. and the homeless Housing Crisis Fund are encouraged by
the Housing Authority to apply for funding from other housing authorities; with the
balance of the motion remaining intact.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not rescind the condition placed on
the $50,000 from the Local Management Fund of the Housing Authority for use by
Shelter, Inc. in the Homeless Housing Crisis Fund, the Board would be adopting a
position which would result in excluding homeless persons who live in the City of
Richmond from receiving any benefits from the Homeless Housing Crisis Fund.
