SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL
SERVICES FOR REMODELING AT 725 COURT STREET, MARTINEZ

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
'A. APPROVE a Consulting Services Agreement with Armas Sootaru,
Architect, 620 Las Juntas Street, Martinez, for
architectural services for Remodeling at 725 Court Street,
Martinez.
B. AUTHORIZE the Director . of General Services to execute the
Agreement and to issue written authorizations for extra
work, provided that the cumulative total extra cost for all
such authorizations shall not exceed $25,000. 00. The
Agreement will be effective February 16, - 1988, and will
provide for full architectural services, with a payment
limit for basic services of $44,000. 00, which amount shall
not be exceeded without prior, written authorization by the
Director of General Services.
II . FINANCIAL IMPACT.
Funds in the capital account established for the project are
sufficient to cover the amount encumbered by this agreement.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND.
A. Now that construction of the A.F. Bray Courts Building, R.
1020 Ward Street, is nearing completion, it is necessary to
prepare design and construction documents for remodeling
certain' areas in the old courthouse at 725 Court Street.
These areas will be vacated by a Superior Court, part of
the Court Administrator' s functions and the Law Library
when they move to the new courts building. The vacant
space left at 725 Court Street will permit expansion of the
District Attorney, Court Administrator and County Clerk
areas.

III.REASONS FOR RECOMEENDATIONS/BACKGROUND: (continued)
B. In late 1984, the County Architectural Selection Committee
interviewed architects for remodeling 725 Court Street for
additional courtrooms. The Committee ranked Armas Sootaru,
Architect, first. However, before Mr. Sootaru could
complete design documents, the remodeling for additional
courtrooms was abandoned in favor of building a new courts
building. Another architect was retained to design the new
building.
C. Last year, Mr. Sootaru, was requested to prepare a new
program for remodeling 725 Court Street as required to
accommodate the expansion described in paragraph A above.
This program has been reviewed and approved by all
department' s involved and by the County Administrator' s
Office.
D. Negotiations have been completed and an appropriate
agreement for the architectural services required to
implement the remodeling program is ready to sign. The
agreement describes full architectural services, including
Schematic Design, Design Development, Construction
Documents, and Bidding and Construction phases of service:
E. The County must proceed with this agreement for
architectural services because it does not have sufficient
staff to provide the services.
