HomeMy WebLinkAboutMINUTES - 02231988 - 1.101 TO: BOARD OF SUPERVISORS FROM; Col`ira Hazardous Materials Commission Costa DATE: January 27 , 1988 Courty SUBJECT: Letter of Protest to State Department of Health Services Concerning Hazardous Waste Plan Funding SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Chair to sign a letter to the Director of the State Department of Health Services protesting the amount of the second allocation funding for completion of the County Hazardous Waste Management Plan. FINANCIAL IMPACT If additional funding is not received, the County Hazardous Waste Management Plan will be less detailed, less thorough and the public education and information component of the plan will be reduced. REASONS FOR RECOMMENDATION/BACKGROUND On January 6, 1988, the State Department of Health Services allo- cated $16, 608 as the second funding allocation to Contra Costa County for completion of the County Hazardous Waste Management Plan. The County had requested $1.51,781 to complete the plan. The County received $200,000 in the first funding allocation. There is one last additional funding allocation to be disbursed in June of 1988. The allocation of $16 , 608 was disproportionate- ly low compared to other counties. Contra Costa County is one of the largest hazardous waste generators in the State, yet received a disproportionately low amount of funding. A larger sum of money was expected because disbursements were previously planned to be made based on the amount of hazardous waste generated. Small counties successfully protested this method of disbursement because they would have received very small amounts of money for the second and third allocation. This is one of the reasons why Contra Costa County received less than expected. It is appropriate for the Board to request the State Department of Health Services to reconsider their funding allocation for the third funding cycle. The need for additional funding for coun- ties with large hazardous waste streams need to be considered.
