SUBJECT: Contract Award Recommendation:
Jersey/Bethel Island Roads Culvert Replacement Project
Project No. 0672-6U2541-87, Oakley/Bethel Island Area
Specific Request(s) or R ations) & Background & Justification
RECCHMENDED ACTION:
AWARD the contract for furnishing labor and materials for the subject project to
Coggin Schutte Company, the low bidder, in the amount of $42,954.00 and at the unit
prices submitted; and REQUIRE the contractor to present surety bonds for Payment and
Faithful Performance in the amounts of $21,477.00 and $42,954.00, respectively.
DIRECT the Public Works Director to prepare the contract for the project.
AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject
to the Director having reviewed and found sufficient all required documents, including
the contract signed by the contractor, the aforementioned surety bonds, and a certificate
of insurance.
DIRECT that, in accordance with the project specifications and/or upon the execution
of the contract by the Public Works Director, any bid bonds posted by the bidders be
exonerated and any checks or cash submitted for bid security be returned.
FINANCIAL IMPACT'
The project, including engineering and appropriate overhead charges, is funded b road
maintenance funds.

The plans and specifications were approved and the project advertised for bids by the
Board of Supervisors on January 26, 1988. The bids were received and opened at 255 Glacier
Drive, Martinez, California, on Thursday, February 18, 1988. The construction bids
received were as follows:
1. Coggin Schuette Company $ 42,954.00
2. Cimarron Construction $ 43,005.00
3. Wayne Fregien $ 58,980.00
4. Hardin-Eakle $ 59,453.57
5. Pfister Excavating $ 59,750.00
6. Joe M. Turner $ 61,925.00
7. Whiteside Construction $ 62,143.06
8. Dutra Construction Conpany $ 64,567.00
9. Edward J. Pestana $ 73,380.00
10. Antioch Paving Company $ 77,327.04
11. Manuel C. Jarrdim $105,521.90
The Engineer's estimated construction cost was $44,917.00.

SUMIET: Agreement With the Southern Pacific Transportation Company for Performing Work
and Cost Sharing in the Reconstruction of Various Railroad Crossings
Project.No. 0672-61Z2017
Specific Request(s) or. (s) & Bacbgro and & Justification
REQDID ACTIN:
Approve and authorize Public Works to sign an agreement with the Southern Pacific
Transportation Company for performing work and sharing costs for the reconstruction of
fourteen rail crossings in the east county.
FINANCIAL IRPACr'
Southern Pacific will reimburse the County for the cost of the pavement and traffic
control work performed for them. Any additional work done for the benefit of the
County will be paid for by the road fund.
REASONS FURON/BACBER ND•
The County, for a long period of time, has been urging Southern Pacific to reconstruct
a number of their badly deteriorated crossings. In response they are proposing to
reconstruct all of their crossings between Alameda County and Solano Way. In order to
expedite the project, the County has been asked to perform certain activities at Southern
Pacific's.expense. At the same time our forces would do necessary routine maintenance
on the approaches to the crossings.
CIONSBOUENCES OF NEGATIVE ACTION:
Without the crossing reconstructions the public will continue to be subjected to rough
and possibly hazardous crossings.
