THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _December 6, 1988 , by the following vote:

SUBJECT: Continued Hearing on Buchanan Field Airport
Master Plan
The Board on November 29, 1988, continued to this day the
hearing on the Buchanan Field Airport Master Plan and the recom-
mendations of the Public Works Director as set forth in the at-
tached report.
J. Michael Walford, Public Works Director, advised of the
workshop held on November 14, 1988 to enable the public to further
review the Airport Master Plan and address inconsistencies noted at
the November 8, 1988 hearing. He noted that the consultant who
prepared the Plan has corrected the inconsistencies. Mr. Walford
pointed out that the draft Plan as presented provides the basis for
beginning the environmental study which requires the Board's
approval. He called attention to the fact that any further changes
to the Plan will be made after the Environmental study has been
completed and the report(s) received.
The Chairman then invited comments from the public.
Andrea Wise, spokesperson on behalf of the City of Pleasant
Hill, 64 Baylor Lane, Pleasant Hill, 94523, referred to
inconsistences in historical statistical data provided by the
Airport Control Tower and the Federal Aviation Administration. Ms.
Wise expressed concern that the preparation of the EIR will be
based on this statistical data and requested that Board action to
authorize the preparation of the EIR be deferred until this issue
has been resolved. She expressed appreciation for the inclusion of
a glossary in the Plan and for the workshop held on November 14 .
In response to Ms. Wise's comments, Mr. Hodges of the con-
sulting firm of Hodges and Shutt replied that inconsistencies in
the referenced statistical data would occur because of the
differences in the designated fiscal year periods used by the
County and the Federal Government which can effect the recordation
and tabulation of data in a reporting period. He noted that some
data is collected on a fiscal year basis while other data is
collected for calendar year purposes. He commented on the
inclusion of historical data in Chapter Two of the Master Plan.
Mac Mace, 302 Patterson Boulevard, Pleasant Hill, expressed
concerns with inadequacies of the airport and terminal location and
potential consequences to the area because of increased traffic.
He advised that he did not believe the draft Master Plan to be
adequate to serve as the basis for the environmental study.
Beverly Williscroft, Concord Chamber of Commerce, expressed
support for the draft Master Plan and expressed the belief that the
inconsistencies were minor. She advised of her confidence in the
environmental review process which will identify problem areas and
issues as well as provide valuable assistance in the formulation of
the final draft of the Master Plan.
Harry York, also of the Concord Chamber of Commerce, expressed
support for the Plan.
Joseph Campbell, 1717 Solano Way, Suite 33, Concord, in a
written statement to the Board expressed support for the draft
Master Plan.
Supervisor McPeak expressed appreciation to all persons and
groups who participated in the development of the draft Master
Plan. She expressed her desire to provide for the improvement of
services at Buchanan Field Airport so as to better serve the
interests of the residents in this County. She recommended ap-
proval of the recommendations of the Public Works Director. She
further recommended that the Public Works Director hold an evening
scoping session to further address the remaining concerns.
All persons desiring to speak having been heard, IT IS BY THE
BOARD ORDERED that the hearing on the draft Buchanan Field Airport
Master Plan is CLOSED and the recommendations of the Public Works
Director are APPROVED.
IT IS FURTHER ORDERED that the Public Works Director is
REQUESTED to hold an evening scoping session to address remaining
concerns in the EIR (including an updated errata sheet to correct
any remaining minor errors) , to discuss historical data issues at
the scoping session and determine what, if any, additional infor-
mation should be addressed in the Environmental Impact Report.
IT IS FURTHER ORDERED that the Aviation Advisory Committee is
REQUESTED to hold an evening public workshop on the Draft EIR.

Justification
RECOMENDED ACTION:
HOLD public hearing on Buchanan Field Airport Master Plan; and
ACCEPT Master Plan as the project for the purpose of preparing an
Environmental Impact Report (EIR) ; and %
DIRECT the Community Development Department to have an
Environmental Impact Report completed on the project; and
AUTHORIZE the Community Development Department to make appropriate
amendments to the General Plan consistent with the Master Plan upon
its final approval; and
REFER the Master Plan to the Airport Land Use Commission for their
consideration and review to be completed on or before completion
of the EIR.

FINANCIAL IMPACTs
The total cost of the Master Plan and EIR, as well as an PAR Part
150 Noise Study is $225,000. The Federal Aviation Administration
has funded 90% ($202,500) through its grant program. The remaining
amount ($22,500) has been funded through the Airport Enterprise
Fund.
RRASONS FOR RECOMMENDATION/HACKGROUNDt
A Master Plan Summary Report is included with this Board Order.
The full Technical Report of the Master Plan Study is available in
the Manager of Airports' office.
On January 20, 1987, the Board of Supervisors submitted an
application to t i he Federal Aviation Administration (FAA) for a
grant to prepare 'a new Master Plan for Buchanan Field Airport. The
last plan that was approved by the Board for Buchanan Field Airport
was in 1968 . The consulting firm of McClintock, Becker and
Associates, in association with Hodges and Shutt, have prepared a
new Master Plan for the Airport. Mike McClintock and Dave Hodges,
principals from our consulting firms, will be in attendance to
present the Plan details to the Board.
The Aviation Advisory Committee (AAC) discussed the Master Plan in
great detail at fourteen of its public meetings beginning
January 20, 1987 and running through March 15, 1988 . At its final
hearing on the Master Plan on March 15, the AAC felt that the Plan
had been thoroughly reviewed at previous meetings and recommended
that the Plan be forwarded to the Board with public comment to be
allowed during the environmental review process.
In addition to the public meetings held by the AAC, the Airport
staff made several public presentations of the Plan in the later
stages of its progress . This included a presentation to the
Pacheco-Town Council, as well as officers of pilots' groups and the
Concord Chamber of Commerce Aviation Committee. The Airport staff
further made several presentations to public service groups.
A full EIR will be conducted on the "project" which will be the
approved version of the Master Plan. It is anticipated that
completion of this EIR will take three to four months . This EIR
will be done under CEQA guidelines under the direction of the
Community Development Department.
The Airport staff mailed a notice of this public hearing directly
to 140 people and organizations who expressed interest in this
issue. Public notices were also posted at the Airport and the
County Administration Building. The Master Plan has once again
been on display daily at the Manager of Airports , office since
October 24, 1988.
At its August 1, 1988 meeting, the Board requested the AAC to
identify a suitable memorial to former Supervisor Warren Boggess
at Buchanan Field Airport and make their recommendations to the
Board at the time the Board considers the Master Plan. On
September 20, 1988, the AAC discussed a variety of options for this
memorial. The Committee felt that when specific design of the west
side terminal facilities is completed an adequate memorial could
be identified. The specific motion by the AAC was that ,an
appropriate architectural feature in the new terminal area be named
to honor Warren Boggess at such time as the west side development
occurs" . This motion was passed unanimously.
Completion and approval of the Master Plan does not commit the
County to proceed with any of the recommendations contained
therein. Each specific project will be brought to the Board of
Supervisors for approval prior to proceeding.
The Public Works Department recommends that the Board of
Supervisors approve the RECOMMENDED ACTIONS.
