SUBJECT: HAZARDOUS WASTE STRIKE FORCE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge receipt of this status report from our Committee
on the efforts to obtain funding for the Hazardous Waste
Strike Force.
2 . Remove this item as a referral to our Committee.
BACKGROUND:
On October 4, 1988, our Committee reported to the Board of
Supervisors on the status of efforts to create a Hazardous Waste
Strike Force which can provide more intensive enforcement to
prevent efforts to illegally dispose of hazardous waste. The
concept would add staff to the District Attorney' s Office and
Environmental Health Division of the Health Services Department .
in an effort to be more available to respond to complaints and to
actually provide pro-active -,efforts to seek out instances where
individuals are illegally dumping hazardous wastes.
Staff from the Health Services Department have met with the
Public Managers Association and the sanitary districts in an
effort to obtain the funding which is needed to finance such a
Hazardous Waste Strike Force for the first year to eighteen
months while other sources of funding are sought.
While the County has the primary responsibility to investigate
and prosecute instances of reported illegal dumping, the County
does not have a responsibility to operate an intensive effort
along the lines of what is being suggested for the Hazardous
Waste Strike Force. If the cities and sanitary districts want
the County to undertake this effort, they will have to be willing
to assist the County in funding this effort. Otherwise, the
County will continue to meet its minimal legal responsibilities
to investigate reported instances of illegal dumping, but will be
unable to undertake the more pro-active effort which is suggested
here.

Several cities have scheduled this issue for discussion during
the month of January, 1989. We would encourage all cities and
sanitary districts to carefully consider this effort in their
overall priorities and determine how much funding they can make
available for this purpose.
