Request the County Administrator to consider the need to provide dedicated staff at least part-time to work on publicizing the Drug Summit I Conference. 2. Request the Cable TV Administrator to contact the Drug Program Chief, Chuck Deutschman, and make arrangements to have Drug Summit I videotaped for later use on Cable TV and at other community meetings. 3 . Request the Health Services Director to send a follow-up letter to Craig Fuller, Chief of Staff to the Vice President, with a copy to Secretary of Energy Herrington reminding the Vice President that he was asked to address Drug Summit I , providing him the date and place of the Conference and asking what arrangements can be made for the Vice President. 4 . Request Supervisor Schroder to follow up with Mr. Fuller and try to emphasize the importance of having the Vice President at the Conference or that arrangements be made for a video-conferencing appearance by the then President of the United States. 5 . Request the Steering Committee for Drug Summit I to report back to our Committee on January 9, 1989 on the status of plans for the Conference. BACKGROUND: On November 1 , 1988, the Board of Supervisors approved our last status report on the planning for the Drug Summit I . We met with Chuck Deutschman, Mike Gilbert, and Mike Radetsky on November 28 for a further status report. The Drug Summit Steering Committee which was established by the Board of Supervisors will be meeting on November 30. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY ,DEPUTY Page 2 Date: Saturday, February 4, 1989 Place: St. Mary's College, Moraga Theme: "Drug Free Communities - Strategies for Change" Among the topics that are being considered for the Conference are the following: What the anti-smoking campaign has accomplished and how some of their techniques can be transferred to address the drug problem. What parents can do as a group to attack the drug abuse problem. How communities can better serve the minority populations. Drug-specific prevention strategies. What role the media can play in dealing with the drug problem. Nature of the problem with drugs such as steroids. What impact will the new federal anti-drug legislation have on the local community? The role of law enforcement in combating the drug problem. The Attorney General of California, John Van de Kamp, has indicated an interest in attending as the keynote speaker. We also still want to reemphasize our interest in having President-Elect Bush either attend the Conference or provide a video-conferencing link to the Conference so he can share a message with the conferees. We also want to remind the Board Members that Drug Summit I is only the first step in a series of conferences which will include regional conferences in each Supervisorial District. These regional conferences should then lead to Drug Summit II which is to be scheduled during "Red Ribbon Week" in October 1989. From Drug Summit II, we hope to arrive at a consensus on strategies which the Contra Costa community can undertake to attack the drug problem. It was noted that in addition to individual invitations, there needs to be a great deal of publicity for the Conference aimed at making parents, teachers, young people, and interested citizens aware of the Conference. This will require some substantial commitment of staff resources and we are, therefore, asking the County Administrator to look at what additional staff resources can be made available for this effort.
