GILBERT, DIRECTOR OF GENERAL SERVICESContra Costa DATE: November 29, 1988 CO * SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL SERVICES FOR FORENSIC SCIENCE FACILITY, MUIR ROAD AT GLACIER DRIVE, MARTINEZ, FOR SHERIFF-CORONER '(0119-4282; 0928-WH282B) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION A. APPROVE a consulting services agreement with McLellan & Copenhagen, Inc. , Planners and Architects, Cupertino, for architectural services for the proposed Sheriff-Coroner Forensic Science Facility on Muir Road at Glacier Drive, Martinez. B. AUTHORIZE the Director of General Services to execute the agreement, with a payment limit of $87,000. 00, and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25, 000.00. The agreement will be effective September 19, 1988 and will provide for architectural services through. the Design Development Phase. In addition, the agreement will provide the Board an option to extend the architectural services beyond the Design Development Phase. II. FINANCIAL IMPACT Kaiser Foundation Hospitals will reimburse the County for costs associated with the design and construction of the new morgue, which will occupy part of the proposed Forensic Science Facility. The balance of the design and construction costs will be funded through the Contra Costa County Public Facilities Corporation. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. The current Sheriff-Coroner' s central morgue facility is leased from Kaiser Foundation Hospitals. This facility is on the Kaiser Martinez Medical Center site and interferes with Kaiser' s ability to continue expansion and development in a logical manner. Consequently, Kaiser is willing to pay the costs of relocating the morgue to another site. In addition, the Sheriff needs improved, safe facilities for elements of the Criminalistics Laboratory Division. C. To satisfy these needs, a Forensic Science Facility is proposed on a site owned by the County, in the southeast corner of the intersection of Muir Road and Glacier Drive in Martinez, next to the new Sheriff Patrol and Investigation Building at 1980 Muir Road. D. This facility will house a new morgue on the first floor and the Controlled Substances Bureau of the Criminalistics Laboratory Division on the second floor. Also, the building will provide unfinished, "shell" space for future expansion. E. The proposed facility is a specialized building type, with complex mechanical systems. The County Administrator' s Office, Sheriff, General Services Department and Kaiser wanted to be sure the architect has successful experience in the design of morgues and laboratories. The Sheriff visited new morgues and laboratories in Los Angeles, Santa Clara and Nevada and referred two architects to the Architectural Selection Committee. After reviewing statements of qualifications, the Committee decided to use McLellan and Copenhagen, Inc. , of Cupertino because ( 1) their design for the new morgue in Santa Clara County was successful, ( 2 ) they have extensive experience in laboratory design, ( 3 ) their references are excellent and ( 4) they are located closer to the site than any other architectural firm that specializes in morgues and laboratories. F. McLellan and Copenhagen, Inc. has a staff of 23 professionals. 17 percent are women; 22 percent are minorities. Considering the total staff of 34, 32 percent are women and 21 percent are minorities. the structural engineering subconsultant is an MBE and the landscape architect subconsultant is a WBE. G. While the agreement describes terms for full architectural services, it includes provisions which limit services to Schematic Design and Design Development Phases, with an option to extend the services to subsequent phases under the terms described, after completion of the Design Development Phase. This limitation is used to accommodate the County' s expected cash flow conditions. H. The County must proceed with this agreement for architectural services because it does not have sufficient staff to provide the services. IV. CONSEQUENCES OF NEGATIVE ACTION The consequences of negative action will be delay. Delay will prolong hazards which exist at the existing Controlled Substance Laboratory, will eliminate Kaiser funding, or cause substantial penalties for not meeting the terms of a project schedule set forth in an agreement which is under negotiation with Kaiser. 25017B11. 14B RDH:pg Page 2 of 2
