SUBJECT: Addition of Staff to the
Community Development Department
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge ireceipt of the report of the County
Administrator �, on the changes which have been made in the
Community Development Department to increase staff in the
Environmentalj-Division to assist with solid waste issues.
2 . Remove as a referral to the Finance Committee the issue of
adding staff , to the Community Development Department to
assist with solid waste issues.
3 . Request the County Administrator to report to the Board of
Supervisors on the need for a resource person and means to
finance such ,;a resource person to assist the committee of
elected officials representing the cities and the Board of
Supervisors which is negotiating agreements with other
public jurisdictions and private companies for the temporary
export of solid waste from Contra Costa County to bring
closure to those agreements.

4 . Request the County Administrator to report to the Board of
Supervisors as soon as possible on the• feasibility of adding
staff to the Community Development Department to assist with
the Redevelopment Agency and to assist in the administrative
work of the department.
BACKGROUND:
On October 4, 1988, at the request of Supervisor Torlakson, the
Board referred toi the County Administrator a request that an
evaluation be made of the need for additional staffing in the
Public Works and Community Development departments.
On November 29, 1,988 , at the request of Supervisor Fanden, the
Board referred to, the Finance Committee the possible need for
additional staff for solid waste issues.
Because the Community Development Department was able to respond
so quickly to Supervisor Fanden' s request for information, we

have brought this report directly to the Board rather than
waiting to discuss it first with the Finance Committee.
In response to the need for additional staff in the Environmental
Division of the Community Development Department to provide staff
support for the many solid waste issues which are now before the
Department and the Board of Supervisors, we are pleased to report
that the following changes have already been made to provide
additional staff support in the Environmental Division:
A clerical position has been transferred to the
Environmental Division because of the unique and high
level of skills possessed by the individual who
occupies this position. The individual will be
assisting the Planning and Engineering staff in both
clerical and non-clerical tasks which will be of
considerable assistance to the Division.
A vacant Planner position has been reassigned to the
Environmental Division from elsewhere in the
Department. A number of candidates for this and other
vacant positions will be interviewed on Wednesday,
December 7. It is anticipated that this position will
be able ' to be filled before the end of the month,
providing a substantial level of increased staff to the
Environmental Division on solid waste issues.
In regard to the referral suggesting the need for additional
staff in the Community Development Department, the Department has
identified a need for one additional Planner in the Redevelopment
Agency and the need for an accountant to assist in the
administrative duties of the department. The County
Administrator' s Office is still working with the department to
identify possible sources of funding for these new positions and
to insure that the department concurs that these positions are
their highest priority. Recommendations will be brought to the
Board on these positions as soon as these conversations have been
concluded.
There appears to be a need for a fairly high level individual to
be available to work with the "Export Committee" of elected
officials to assist in completing the negotiations and in making
the actual export agreements a reality. The County
Administrator' s Office is still reviewing this need and will have
recommendations for the Board of Supervisors very shortly.
