I. RECOMMENDATION
APPROVE the use of surplus excavation material from the
Lindsey Channel Project as top soil material for four Oakley
detention basin sites and the new school site in Oakley.
II. FINANCIAL IMPACT
The collective savings to all parties is expected to be
$40, 000.

III. REASONS FOR RECOMMENDATION/BACKGROUND
On November 3 , 1987, the Board directed staff to not dispose
of any project excavation material off-site until staff had
determined that the material was not needed for the Lindsey
Detention Basin and Delta Expressway embankments in the
vicinity of the Laurel Road crossing. We have determined
that the Lindsey Detention Basin excavation will generate
sufficient material to meet these needs.
The use of detention basins in the Oakley drainage system
has provided considerable flexibility in system design and
has reduced the total cost for drainage infrastructure. We
believe community acceptance of detention basin must be
preserved by preventing the present basins from becoming a
community issue due to their appearance. The proposed top
soil placement and community landscaping of the basin sites
are necessary activities to meet this objective.
The Oakley School District needs topsoil material for their
proposed play fields at Cypress Road and O'Hara. The school
district will fund the costs for hauling the soil material
from the channel site to their school site.
IV. CONSEQUENCES OF NEGATIVE ACTION
Not disposing of surplus excavation material as proposed
will result in higher project costs.
