SUBJECT; Authorizing Submission of Application As Substate Area Under
Amended JTPA Title III
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACIC;ROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private
Industry Council, to submit on behalf of the County, an
application to the State of California for the Contra Costa
County Service Delivery Area (SDA) to serve as a "substate
area" under the Title III program of the Job Training
Partnership Act (JTPA) as amended by the Economic Dislocation
and Worker Adjustment Assistance Act (EDWAA) .
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Recently the Congress passed and the President signed the
Economic Dislocation and Worker Adjustment Assistance Act
(EDWAA). This Act amended Title III of the Job Training
Partnershipi Act (JTPA) and, effective July 1, 1989, replaces
the current JTPA Title III program for Dislocated Workers.
As part of the initial implementation of this revised JTPA
Title III program, the Governor of each State has the
responsibility for designating "substate geographic areas" for
provision of activities funded under this Title.
Substate area designation is on a fast track process. The
U. S. Department of Labor has proposed designation, if
possible, before the end of December 1988.
The Private Industry Council of Contra Costa County, at its
meeting of November 21, 1988, recommended that the Contra
Costa County Service Delivery Area apply for status as a
"substate area" under new Title III and that the
responsibilities for grant administration and planning for this
program be in accordance with the current Board of
Supervisors/Private Industry Council Agreement.

Due to the uncertainty regarding when "substate area"
applications will be available, the anticipated short time
frame for submission and the limited number of Board of
Supervisors meeting dates in December, it is necessary for
the Board to authorize the PIC Executive Director to execute
said application.
