SUBJECT: 1989/90 PEDESTRIAN AND BICYCLE PATH APPLICATIONS
Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECOMMENDATION
Approve and Authorize the submittal of the following project
applications:
A. Department of Transportation - Bike Lane Account (BLA) .
1. A pedestrian/bike trail on the Iron Horse Trail (former
Southern Pacific Right of Way) from Ridgewood Road to
Livorna Road in the Alamo area ($67, 000) . East Bay Regional
Parks will maintain the trail.
2 . A pedestrian/bike trail on the Iron Horse Trail (former
Southern Pacific Right of Way) from Treat Boulevard
(Pleasant Hill BART) to Ygnacio Valley Road in Walnut Creek
($144, 000) . East Bay Regional Parks will maintain the
trail.
B. Transportation Development Act (TDA) , Article 3 , Bike/
Pedestrian.
1. A pedestrian/bike trail on the Iron Horse Trail (former
Southern Pacific Right of Way) from Ridgewood Road to
Rudgear Road in the Alamo area ($220, 000) . East Bay
Regional Parks will maintain the trail.
2 . A pedestrian path on Canal Road from Bel Air School to
Madison Avenue in West Pittsburg ($35, 000) . Contra Costa
County will maintain the trail.

II. FINANCIAL IMPACT
BLA funding is limited to a maximum of $90, 000 per project. All
additional funds will be provided from the Public Works road fund
or Pleasant Hill BART Redevelopment Agency.
TDA funding covers 100 percent of the estimated project costs.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The County has been working in conjunction with the Regional Park
District to develope a bike path from Alameda County to the
Benicia Bridge along the abandoned Southern Pacific Railroad
right of way. These applications are phases of the entire
project.
The West Pittsburg project will allow safer access for children
attending the Bel Air Elementary School.
IV. CONSEQUENCES OF NEGATIVE ACTION
Previous phases have already been funded, therefore, failure to
approve the projects and prepare the applications will eliminate
a potential funding source and delay implementation of the
County's General Plan as it relates to pathways.
School children will have to continue traveling on Madison Avenue
in its present condition.
