Bragdon, C�)ntra Director of Community Development Costa DATE: November 22, 19'8 8 County SUBJECT: Set Hearing Date for Fee Increases for Solid Waste Planning and Enforcement SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Set December 20, 1988, at 11: 00 a.m. for a public hearing on proposed fee increases for solid waste planning and enforce- ment. 2 . Authorize the Clerk of the Board to publish a public notice of the .hearing at least ten days in advance of the hearing. FINANCIAL IMPACT•: The Solid Waste Planning Fee will increase from 16 cents per ton to 20 cents penton. The Solid Waste Enforcement Fee will in- crease from 13 cents per ton to 25 cents per ton. Both increases will be effective January 1, 1989 , through June 30, 1989 . The increase in solid waste planning fees is expected to raise approx- imately $20,000of additional revenue for fiscal year 1988-89. The increase in Solid Waste Enforcement Fees is expected to raise approximately $55, 000 in additional revenue for fiscal year 1988-89. REASONS FOR RECOMMENDATION/BACKGROUND State law requires a public hearing before certain types of fees are increased by the Board of Supervisors. County Counsel has advised us that .the Solid Waste Enforcement and Planning Fees are subject to this. requirement. Additionally, State law requires posting of the hearing at least 10 days in advance. Board orders and: resolutions for the fee increase to be heard at the December 20„ 1988, meeting will be sent to the Board in the agenda packet for that meeting. The increase in Solid Waste Planning Fees is' due to an increase in staff time associated with the County Solid Waste Management Plan Revision and other Solid Waste Plan related activities. The increase in fees for solid waste enforcement are due to increased enforcement. costs for solid waste disposal sites and solid waste sto age problems. Additionally, the proposed Board action will allow assessment of the fee at transfer stations and directly to collection companies that export waste out of the County without using a transfer station.
