SUBJECT: Status of Central Landfill General Plan Amendment
(GPA 8-88-CO) , Supersite project proposal and County Solid
Waste Plan matters.
The Board had before it consideration of the current status
of the Central Landfill General Plan Amendment (GPA 8-88-CO) ,
Supersite (Keller-Maltby Ranch, etc. ) project proposal and. County
Solid Waste Plan matters and to consider. the options involved
therewith, including initiation of the California Environmental
Quality Act Procedures and/or general or solid waste plan. changes.

Supervisor Powers advised that he would like an update from
staff as to what had happened on December 13 , 1988, when the EIR for
the General Plan Amendment covering the area of the old Central.
Landfill was scheduled for hearing before the Planning Commission,
noting that the General Plan Amendment proposal was initiated by the
Board.

Charles Zahn, Community Development Department, advised that
the Planning Commission had opened the hearing, asked for a.
presentation from staff with respect to the matter, and that the
Planning Commission had, without taking public testimony, concluded
that the EIR was inappropriate because it believed the EIR to be
"dated" , being two years old, and that it was incomplete; and on the
basis of those conclusions, the Planning Commission recommended to the
Board of Supervisors that the Board initiate a Generai Plan Amendment
for the entire supersite area, that is, instead of simply the central
landfill area of about 3 square miles in size, rather the 5 square
miles of supersite for which another EIR exists on the Kirker
property, for which no previous environmental work exists on the
Keller property of about a thousand acres of that total.
Mr. Zahn noted that this recommendation. wouid have come
before the Board in the normal course of events, with Ithe Planning
Commission confirming its action with a resolution and having the
matter brought back. to the Board as a recommendation, which would have
occurred sometime within the next month.
Board members discussed with each other and staff the matter
and the process of the hearing before the Planning Commission.
IT IS BY THE BOARD ORDERED that the issue of the Central
Landfill General Plan Amendment is REFERRED to the Community
Development Department for report to the Board.
IT IS FURTHER ORDERED that the Community Development
Department is DIRECTED to hold workshops with the Planning Commissions
relative to the Planning Commission functions.
