"J Career Development Program SUBJECT; Expansion to East County SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Refer to the 1989 Internal Operations Committee continuing oversight of the Career Development Program and request the Director of Personnel to forward a report to the 1989 Internal. Operations Committee by April 1, 1989 and quarterly thereafter. 2 . Commend the Director of Building Inspection, Bob Giese, for his support and active cooperation in making the Career Development Program a reality by taking three Career Development Placements- . in his department and actively recruiting participation by other department heads. 3 . Remove this item as a referral to our Committee. BACKGROUND: On October 4 , 1988, the Board of Supervisors approved a report from our Committee on the Career Development Program and requested the Director of Personnel to report back to our Committee on the status of the recommendations which were made in that report. Our Committee met with the Director of Personnel on December 12 , 1988 to review the progress of the Career Development Program, particularly in regard to its expansion to East County. As the attached report indicates, generating interest in the Career Development Program is moving slowly. Steps are being taken to improve the publicity being used, including the showing of a videotape on the Career Development Program. A number of community groups have expressed interest in the program and with their support and interest, we expect to see the expansion implemented in the next few months. The Director of Personnel noted that the Career Development Program currently has 40 participants. His goal is to double this to 80 participants by the end of 1989 . In discussing the expansion of the Career Development Program, Mr. Cisterman noted that the Director of the Building Inspection Department, Bob Giese, has been of significant assistance to the current program. Mr. Giese has taken three Career Development Program participants into his department, more than any other single department. In addition, Mr. Giese is personally committed to the program and has been of great assistance to the Personnel Department in recommending to other department heads that they get involved in the program as well. Madden, Personnel Analyse SUBJECT: Career Development Employment Program Status Report On Wednesday, October 12, 1988, the first meeting to explain the expansion of the County's Career Development Employment Program in Pittsburg to the Community was held. Eight individuals attended the meeting out of over fifty invited. In spite of the low. turn out, staff proceeded with the orientation and answered a wide range of questions from. the floor. Those in attendance were very excited about the program and volunteered to recruit participants for us. One of the primary concerns raised was the limited participation of Concerted Services in the recruitment of participants. We have agreed to allow Concerted Services and United Council of Spanish Speaking to act as central referral agencies for the Career Development program in Pittsburg. After evaluating the meeting, staff felt a new approach was needed to reach and generate more interest in the program. It was decided that the following would be included in the preparation for the next meeting: 1. Send a letter announcing employment opportunities with the County to approximately 1,200 registered voters. 2. Strategically place ten posters throughout the Community announcing program and employment opportunities. 3. To utilize the video on the Career Development Program to generate interest in the program. The video was produced for three (3) specific reasons: 1. To serve as a method for recruiting new participants. 2. To use as a means of promoting the Career Development Program as a model that could be replicated in cities and other counties. 3. To encourage the private sector to use this unique model to initiate local/resident employment opportunities and policies. Of all the nonprofit community-based agencies and neighborhood organizations contacted, those listed below expressed support and interest in promoting the expansion and recruitment ofprogram participants: Internal Operations Committee Page 2 December 8, 1988 1. NAACP of Pittsburg Fannie Mae Lawson, President Since our first attempt to introduce the program to the Community did not meet our expectations, staff has decided to establish a prototype of West County's Community Resources and Recruitment Task Force in Pittsburg. The purpose of the meeting will be to thoroughly review the program utilizing the Career Development Program video tape for developing a strategy to promote the program and to recruit program participants. In addition to the above, staff has made requests to introduce the Career Development Program at one of the regular scheduled meetings of the following organizations: 1. Pittsburg Chamber of Commerce Bob Jones, Manager 2. Contra Costa Council (January 6, 1989 - 8:00 a.m. confirmed) Tom Koch, Executive Director 3. Pittsburg City Council Dorothy Kelleher (City Manager's Office) (February 6, 1989 - Tentative) However, in the meantime, individuals interested in the program who call in will have their names placed on a sign-up sheet.
