RECOMMENDATION
REQUEST from County Welfare Director to add forty-five
positions , cancel two existing positions and increase hours
for one existing position for the Social Service Department.
Of the total additional forty five positions , thirty-three
are required to accelerate the implementation of this
County' s GAIN program to accommodate projected increased
referrals .
The remaining twelve additional positions include six
Eligibility Work Specialists and three Clerks-Experienced
Level required- to meet increased Intake workload demands in
both categorical assistance and general assistance at the
Antioch, Martinez and Richmond district offices . The three
remaining additional positions are two Senior Clerks to serve
as unit clerks for newly created Children Service units at
the Antioch and Richmond offices and one Clerk-Experienced
Level to serve as unit. clerk for a newly created Eligibility
unit at the Antioch Distrcit Office . In order to offset the
costs of these additional clerical positions, this Department
requests the cancellation of two existing positions . In
addition, due to increased workload and to accommodate an
employee ' s request, this Department requests an increase in
hours from a 32/40 Senior Clerk position to 40/40 in the
Central Personnel Division.
FINANCIAL IMPACT
The thirty-three additional positions for the GAIN program
will not result in any increased County costs since GAIN is
100% federal/state funded. The additional Eligibility Work
Specialist, clerical positions and increase in hours of one
existing clerical position will result in an additional
$91 , 482 for this fiscal year.
This $91 , 842 figure includes cost savings from the
cancellation of two existing positions . The additional
Eligibility Work specialist and clerical positions are

fiscal year and funding to accommodate increased workload was
not included in this Department ' s approved 1988-89 budget.
In addition, the County Administrator' s office has advised
that no supplemental appropriation is available. Therefore,
this Department is required and prepared to make the
necessary reductions in other program areas in order to fund
these additional costs . The major portion of this,
approximately $78,000, will be financed through savings in
services and supplies . The remaining balance is achieved due
to the delayed implementation of the Family Preservation
Program.
BACKGROUND
Over the past two months this Department has submitted five
separate personnel requests . At the request of the County
Administrator' s Office, this action combines all the
requests . This Department requested a total of thirty-three
additional positions for the GAIN program. The positions
are: twenty Social workers , four Social Service Program
Assistants , four Clerks-Experienced Level, four Social Work
Supervisor I ' s and one Division Manager. These positions are
required to accelerate the implementation of this County' s
GAIN program which is 100% state/federal funded. The
additional positions are required to accommodate the
projected increased GAIN referrals .
This Department requested additional Eligibility Work
Specialist, clerical positions, and an increase in hours for
an existing position in Central Personnel . An additional six
Eligibility Work Specialists and three clerical positions are
required in order to meet increased Intake workload demands
at the Department' s district offices located at Antioch,
Martinez and Richmond. The increased workload in both
categorical assistance (AFDC, Medi-Cal, Food Stamps ) and
General Assistance is due not only to increased applications ,
but also due to the implementation of new state mandated
regulations such as the Homeless Assistance Program,
Immediate Need and Expedited Services . These additional work
duties and increased applications have resulted in a backlog
of a large number of intake applications .
This Department also requested the addition of two
Clerk-Senior Level positions in order to serve as unit clerks
for two newly created Children Service units, one each at our
Antioch and Richmond District offices . The new units are a
result of fifteen social Casework Specialist II positions for
provision of children protective services approved by your
Board on August 2 , 1988 . In addition, due to increased
eligibility workload, an additional Income Maintenance unit
was created at the Antioch District Office and this
Department requires an additional Clerk-Experienced Level
position for this . In order to offset the costs of these
additional clerical positions , this Department requested the
cancellation of two existing clerical positions . The final
personnel action requested by this department is the increase
in hours for Clerk-Senior Level position #1076 from 32/40 to
40/40 . This is to accommodate the employees request and to
meet increased workload in the Department Personnel Division.
CONSEQUENCES OF NEGATIVE ACTION
If the GAIN personnel requests are not approved, this
Department cannot accommodate increased GAIN referrals nor
realize the state/federal revenues for GAIN. If the
requested Eligibility and clerical positions are not
approved, this Department cannot process public assistance
applications in a timely manner. This may result in the loss
of state/federal reimbursement. If the unit clerk positions
are not approved, two Children Service units and one
Eligibility unit will not have any clerical support. This
would result in documents not being processed and deadlines
not met. If the increase in hours for the Clerk Senior Level
positions is not approved, this Department cannot accommodate
an employee' s request nor respond to additional workload in
the Personnel Division.
