SUBJECT: EVALUATION OF NEED FOR INCREASED STAFFING
IN THE COMMUNITY DEVELOPMENT DEPARTMENT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Accept report from the County Administrator on the evaluation of the need
for additional staffing in the Community Development Department as
requested by Supervisor Torlakson.
Cancel one vacant unfunded Director of Planning position and abandon the
class of Director of Planning and add one Accountant I and downgrade one
Principal Planner position to Planner.
BACKGROUND:
On October 4, 1988 , at the request of Supervisor Torlakson, the Board
referred to the County Administrator a request to examine the need for
increased staffing in the Public Works, Community Development and Building
Inspection Departments.
What follows is the final response to the request to evaluate the staffing
issue on behalf of the Community Development and Building Inspection
Department. As you are aware, the County Administrator' s Office addressed
the staffing issue on behalf of Public Works on October 24 , 1988 .
Building Inspection does not have a need ' to increase staff as the
department handles the workload in a timely manner. They currently have
one vacant position and are in the process of filling that position.
Community Development currently has two vacant Planner positions in Current
Planning and two vacant Senior Transportation Planner positions. However,
in October, the department requested to have a new list for both the
Transportation Planner and Planner I established and are well within the
hiring process. It is anticipated that at least three of these positions
will be filled by mid January. Though the department may have experienced
some heavy workload due to these vacancies, the department made adjustments
by shifting staff so that the application process is managed in a timely
manner.
Therefore, after evaluating the need for additional staffing in the Current
Planning Division of Community Development, we are pleased to report that
there is not a need for additional staffing in this area at this time.

While reviewing the need for additional staffing, it has been identified
that there is a need for one Planner I in the Redevelopment Agency due to
the increase scope of work in the three Redevelopment Agency project areas .
(Pleasant Hill, North Richmond and West Pittsburg as well as the 'survey
study area of Oakley) . Therefore, the department has processed a personnel
request to downgrade one funded Principal Planner position to Planner I to
assist in this area.
In addition, a need for an accountant in the Administration Division to
assist in the establishment and control monitoring of six County budget
units, four agency budget units and ten County Service Area budgets have
been identified. The department is canceling a vacant unfunded Director of
Planning position and abandoning the class of Director of Planning and
adding one Accountant I position to assist in this area.
The Personnel adjustment requests for these positions are attached. Revenue
from the bond program will support the Redevelopment Planner position and
salary savings from vacancies will support the Accountant position for the
remainder of this fiscal year. The anticipated construction permit fees
will offset the Accountant position for 1989-90.
The Department is experiencing a shortage in clerical staffing due to three
( 3 ) Permanent clerical long-term disability leaves. Therefore, an increase
in the workload in Redevelopment, Advanced Planning and Solid Waste will be
covered by contracted temporary help until the return of the absent
employees. The Department does not anticipate a budget problem, however,
the County Administrator will continue to monitor the staffing shortage in
this area.
As indicated on December 5 , 1988 , there appear to be a need for additional
staff to work with the "Export Committee" of elected officials to assist in
completing the negotiations with other counties for export of Contra Costa
County' s waste. It has been determined by the department that a Principal
Planner in the Environmental Division will staff the "Export Committee" .
Finally, this serves to complete the request to examine the need for
additional staff on behalf of the Community Development and Building
Inspection Department.
