December 8, 1988 County suBJECT Approval of FY 1988-89 Novation Contract #24-722-35 with Bi-Bett for Provision of Alcohol Program Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract 424-722-35 with Bi-Bett Corporation in the amount of $ 1 , 136 , 591 for the period July 1 , 1988 through June 30, 1989 for provision of Alcohol Recovery Home/Social Rehabilitation, Social-Setting Detox, and Detention Facility DUI Information and Referral Service Programs . This document includes a six-month automatic contract extension from June 30 , 1989 through December 31 , 1989 in the amount of $568 , 296 . II . FINANCIAL IMPACT : I This contract is fully funded in the Health Services Department Budget for 1988-89 (Org. 45915 ) , including a $20 ,5331 cost-of- living increase which was provided by the Board of Supervisors for Contractor ' s employee salaries and wage-relaited cost increases . The contract payment limit is funded by Federal funds , State Alcohol Program funds , local AB 2086 Statham funds , local AB 541 Level I DUI Alcohol Education Program flunds , and County funds , estimated as follows : $ 535, 754 Federal Anti-Drug Abuse Funds* 82 , 356 Federal Block Grant** 2653,071 State Alcohol Program Allocation 33491695 Local AB 2086 Statham Funds*** 303P781 AB 541 Level I DUI Funds**** 3691934 County Funds $1 , 136 , 591 Total Contract Payment Limit * Federal Anti-Drug Abuse Funds for serving the homeless target population at the Diablo Valley Ranch Recovery Home Program and at the Shennum Center Program. ** Federal Block Grant funding for women' s services at the ' Federal Ozanam Center/Recovery Home Program. *** AB 2086 funds are derived from local Drinking Driver fines in accordance with AB 2086 which requires $50 from each DUI fine to be deposited with the County ' s alcohol program. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these alcohol program ser- vices under an automatic extension of the FY 1987-88 Contract 4124-722-33 (as amended by Contract Amendment Agreement 4124-722-34 ) . 'Novation Contract 4124-722-35 replaces the six- month automatic extension under the prior contract . These contract services are a vital and important part of the County ' s continuum of alcohol program services by providing ( 1 ) Recovery Home/Social Rehabilitation Program [Diablo Valley Ranch and Ozanam Center] including target population services for the homeless and women , (2 ) Social-Setting Detox Program [Shennum Center ] , including target population services for the homeless , and (3 ) Detention Facility DUI Information and Referral Service Program.
