RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #24-754-14 with Alcohol and Drug Abuse Council of Contra Costa, Inc. (formerly known as Alcoholism Council of Contra Costa) in the amount of $95 ,450 for the period July 1, 1988 through June 30 , 1989 for provision of Alcohol Program Services (Information and Referral, Crisis Intervention, Prevention, and Educational Alcoholism Service, including an SB 920 "Friday Night Live" Service Program) . This document inclu- des a six-month automatic contract extension from June -30 , 1989 through December 31 , 1989 in the amount of $43 ,225 . II . FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1988-89 (Org. #5915) , including a $1 ,454 cost-of- living increase which was provided by the Board of Supervisors for contractor ' s employee salaries and wage-related cost increases. The contract also includes a $18 ,027 increase funded entirely by SB 920 fines for a Friday Night Live Service Program, plus an additional $23 ,000 increase funded entirely by a special Federal "Friday Night Live Program" Grant, requiring no matching County funds. The Contract Payment Limit is funded by Federal, SB 920 , State, and County funding, estimated as follows: $ 24 ,000 Federal "Friday Night Live Program" Grant 36 ,000 SB 920 Fine Collections 14 ,324 State Alcohol Program Allocation 21 ,126 County Funding T95 ,450 Total Contract Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these mental health program services under an automatic extension of the FY 1987-88 Contract #24-754-11 (as amended by Contract Amendment Agreement #24-754-12) . Novation Contract #24-754-13 replaces the six- month automatic extension under the prior contract. Contract #24-754-14 Board Order Page 2 This contractor is a community-based nonprofit organization which provides community outreach, prevention, education, and crisis intervention alcoholism services, primarily to the south and central County areas and to the schools. The contractor utilizes many volunteers to enhance the delivery of services. Effective January 1 , 1987 , SB 920 legislation increased the fine for anyone convicted of driving under the influence (DUI) . In addition, the State Department of Alcohol and Drugs has awarded the County a small federal grant to be used to augment the "Friday Night Live" Program. Last fiscal year , the Board approved the use of these two funding sources for this contrac- tor to provide Friday Night Live Program services at an expanded level for the last three months of the fiscal year ending June 30 , 1988 . This FY 88-89 Contract #24-754-14 expands these Friday Night Live Program services to a full annualized 12-month level.
