Spooner , Contracts AdministratorContra Costa DATE: December 8, 1988 County Approval of FY 1988-89 Novation Contract #24-751-47 with SUBJECT: Phoenix Programs , Inc. to provide for Mental Health Program Services for Mentally Disturbed Adults SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #24-751-47 with Phoenix Programs , Inc. in the amount of $1 , 577 , 918 for the period July 1 , 1988 through June 30 , 1989 for provision of mental health program services for mentally disturbed adults . This document includes a six- month automatic contract extension from June 30 , 1989 through December 31 , 1989 in the amount of $788 , 959 . II . FINANCIAL IMPACT : This contract is fully funded in the Health Services Department Budget for 1988-89 (Org. #5942 ) , including a $50 , 139 cost-of- living increase which was provided by the Board of Supervisors for Contractor ' s employee salaries and wage-related cost increases . The contract payment limit is funded by. Federal , State , and County funding , estimated as follows : $ 183 ,422 Federal Medi-Cal Funding 1 , 109 ,574 State Short-Doyle Mental Health Funding 284 , 922 County Funding $1 ,577 , 918 Total Contract Payment Limit This contract places the contractor at risk for serving a suf- ficient number of Federally-eligible clients to earn the Federal Medi-Cal revenue in the Medi-Cal Day Treatment program budget . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these mental health program services under the six-month Contract #24-751-46 . These changes were made in order to expand the range and variety of day programming available for seriously mentally disordered adults . The program changes have now been success- fully accomplished. These contract services are a vital and important part of the County ' s continuum of mental health services for seriously men- tally disordered adults in the central and western regions of Contra ' Costa County. The contract services include residential treatment programs in San Pablo (Casa Cecilio Chi ) , Richmond (Nyumba Chuki) , and Concord (Nierika House) ; a semi-supervised community living program in Central County; a Medi-Cal day treatment program in Concord (Concord Day Treatment Center) ; a vocational services program (Phoenix Enterprises ) ; and a new day socialization program ( co-located with the Concord Day Treatment Program) .
