December 8,' 1988 County SUBJECT: Approval of FY 1988-89 Novation Contract #24-385-4 with Phoenix Programs for Mental Health Homeless Program Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-385-4 with Phoenix Programs, Inc. in the amount of $565 ,643 for the period July 1, 1988 through June 30 , 1989 for provision of mental health outreach services (multi-purpose centers and 20-bed shelter) for the homeless men- tally disabled . This document includes a six-month automatic contract extension from June 30 , 1989 through December 31 , 1989 in the amount of $282 ,820 . II . FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1988-89 (Org. #5942) , including a $11 ,000 cost-of- living increase which was provided by the Board of Supervisors for contractor ' s employee salaries and wage-related cost increases. In addition, this contract includes a $60 ,645 increase in Federal Block Grant Funds under the Stewart B . McKinney Homeless Assistance Act. The Contract Payment Limit is funded by Federal, State, and County funding, estimated as follows: $ 60 ,645 McKinney Homeless Federal Block Grant 439 ,198 Categorical State Mental Health Homeless Funds 65 ,800 County Funds $565 ,643 Total Contract Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these mental health homeless program services under an automatic extension of the FY 1987-88 Contract #24-385-2 (as amended by Contract Amendment Agreement #24-385-3) . Novation Contract #24-385-4 replaces the six-month automatic extension under the prior contract. Contract #24-385-4 for Homeless Mentally Disabled Services Board Order Page 2 On December 6 , 1988 , the Board approved the Department' s Proposal for Stewart B . McKinney Homeless Assistance Act Block Grant Funding to receive $60 ,645 in McKinney Homeless Federal Block Grant Funds from the State Department of Mental Health. Under this Proposal, the entire Block Grant amount is to be used to augment the East County Multi-Service Center/Shelter Services Program operated by Phoenix Programs, Inc. , under Contract #24-385-4 . This contract represents the County' s primary effort to provide services to the homeless mentally disabled population and will operate two multi-service centers and one 20-bed shelter/center . Novation Contract #24-385-4 provides for ongoing operating funding for these West County (San Pablo) , Central County (Concord) , and East County (Antioch) facilities.
