Spooner , Contracts Administrator@ Costa DATE; December 8, 1988 Courty SUBJECT: Approval of FY 1988-89 Novation Contract #24-711-24 with Center for Human Development to Provide Alcohol and Drug Abuse Prevention and Community Mental Health Outreach Services SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Novation Contract #24-711-24 with Center For Human Development, Inc . in the amount of $169 ,963 for the period July 1 , 1988 through June 30 , 1989 for provision of alcohol and drug abuse prevention and community mental health outreach services. This document includes a six-month automatic contract extension from June 30 , 1989 through December 31 , 1989 in the amount of $84 ,981. II . FINANCIAL IMPACT: This contract is fully funded in the Health Services Department Budget for 1988-89 (Org. #5915 , #5936 , and #5942) , including a $7 ,143 cost-of-living increase which was provided by the Board of Supervisors for contractor ' s employee salaries and wage- related cost increases . The Contract Payment Limit is funded by Federal, State, and County funding, estimated as follows: $ 52 ,540 Federal Block Grant Alcohol Program Funds 52 ,540 Federal Block Grant Drug Program Funds 32 ,327 State Short-Doyle Mental Health Funds 32 ,556 County Funds $169 ,963 Total Contract Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND: This contractor has been providing these community program ser- vices under an automatic extension of the FY 1987-88 Contract #24-711-22 (as amended by Contract Amendment Agreement #24-711-23) . Novation Contract #24-711-24 replaces the six- month automatic extension under the prior contract. The contractor will continue. to provide prevention services in elementary schools, supportive services to strengthen families, and community-based prevention services, particularly in the poorest, highest-need areas of East and West County, and special peer-support services to mental health clients.
