SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chair to execute on behalf of the
County, Novation Contract #24-351-8 with La Cheim Residential
Treatment Centers, in the amount of $431 ,590 for the period
July 1 , 1988 through June 30 , 1989 for provision of transitional
residential treatment services in two group home treatment
programs for mentally disturbed adolescents and latency-age
children. This document includes a six-month automatic contract
extension from June 30 , 1989 through December 31 , 1989 in the
amount of $215 ,795 .
II . FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department
Budget for 1988-89 (Org. #5952) , including a $11 ,932 cost-of-
living increase which was provided by the Board of Supervisors
for contractor ' s employee salaries and wage-related cost
increases . The contract payment limit is funded by State Short-
Doyle Mental Health funding and County funding, estimated as
follows:

61 ,206 County Funds
68 ,765 Special State Settlement Funds
$431 ,590 Total Contract Payment Limit
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
This contractor has been providing these transitional residen-
tial treatment program services under an automatic extension of
the FY 1987-88 Contract #24-351-6 (as amended by Contract
Amendment Agreement #24-351-7) and of the FY 87-88 Contract
#24-442-1 . Novation Contract #24-351-8 replaces the six-month
automatic extension under these prior contracts and subsumes the
residential group home treatment program for latency-age
children (8 to 14 years of age) that was formerly provided under
Contract #24-442-1 .

These contract services are a vital and important part of the
County' s continuum of care for children and adolescents.
Children' s mental health clinics have long waiting lists of ado-
lescents in need of residential treatment. This Novation
Contract provides for the operation of 2 six- to ten-bed treat-
ment facilities in Contra Costa County (Richmond and Martinez) .
Presently, many disturbed youth must be sent to Napa State
Hospital. Approval of the La Cheim Residential Treatment
Centers Contract will continue to help reduce our utilization of
Napa State Hospital beds by diverting children from State hospi-
talization and/or by enabling an earlier discharge than is now
possible. These in-County facilities will also give family mem-
bers a greater opportunity to participate in treatment which, in
turn, should decrease the length of time a child requires out-
of-home placement and increase the efficacy of treatment and
family reunification.
