Children' s mental health clinics have long waiting lists of ado- lescents in need of residential treatment. This Novation Contract provides for the operation of 2 six- to ten-bed treat- ment facilities in Contra Costa County (Richmond and Martinez) . Presently, many disturbed youth must be sent to Napa State Hospital. Approval of the La Cheim Residential Treatment Centers Contract will continue to help reduce our utilization of Napa State Hospital beds by diverting children from State hospi- talization and/or by enabling an earlier discharge than is now possible. These in-County facilities will also give family mem- bers a greater opportunity to participate in treatment which, in turn, should decrease the length of time a child requires out- of-home placement and increase the efficacy of treatment and family reunification.
