SUBJECT: Approval of FY 1988-89 Novation Contract #24-728-47 with ���11
Rubicon Programs, Inc. for Mental Health Program Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the
County, Novation Contract #24-728-47 with Rubicon Programs, Inc..
in the amount of $584 ,076 for the period July 1, 1988 through
June 30 , 1989 for provision of mental health program services
for mentally disturbed adults in West County. This document
includes a six-month automatic contract extension from June 30 ,
1989 through December 31 , 1989 in the amount of $292 ,038 .
II . FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department
Budget for 1988-89 (Org . #5942) , including a $12 ,641 cost-of-
living increase which was provided by the Board of Supervisors
for Contractor' s employee salaries and wage-related cost
increases . The contract Payment Limit also includes:
(1) A $7 ,100 increase in Federal Block Grant Funds which are
being shifted from the County-operated Transitional
Apartments Program (Org. #5977) that was phased out as a
County-operated program at the end of FY 1987-88 , and
(2) A $46 ,889 increase in Federal Medi-Cal funds which are being
generated through an expansion of Contractor ' s Medi-Cal Day
Treatment Programs, particularly by the change in the
Synthesis Day Treatment Program from operating 4 days a week
to a full 5 days a week . This will produce an increase in
service units which are billable to Federal Medi-Cal. This
increase in Federal funding serves to maximize the Federal
Medi-Cal revenues which are available at no additional cost
to the County.
The Contract places the Contractor at risk for serving a suffi-
cient number of Federally-eligible clients to earn the Federal
Medi-Cal revenue in the Rubicon and Synthesis Medi-Cal day
treatment program budgets. The Contract Payment Limit is funded
by Federal NIMH Block Grant funds, Federal Medi-Cal funds, State
Short-Doyle Mental Health funds, and County funds, estimated as
follows:

III . REASONS FOR, RECOMMENDATIONS/BACKGROUND:
This contractor has been providing these mental health program
services under an automatic extension of the FY 1987-88 Contract
#24-728-45 (as amended by Contract Amendment Agreement
#24-728-46) . Novation Contract #24-728-47 replaces the six-month
automatic extension under the prior contract.
Approval of this contract will allow the continued provision of
administrative services for vocational and housing programs,
independent living outreach services, and Medi-Cal day treatment
program services for mentally disturbed adults.
These contract services are a vital and important part of the
County' s continuum of mental health services for mentally
disturbed adults in the western region of the County.
