RECOMMENDED ACTION: APPROVE the Plans and Specifications for the Drainage Area 56, Line Z Channel Improvements Project and ADVERTISE for bids to be received on Thursday, January 26, 1989 at 2 : 00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20125 of the Public Contract Code, and DIRECT the Director of Community Development to file a Notice of Determination with the County Clerk. II. FINANCIAL IMPACT: The estimated contract cost of the project is $665, 000. 00. It is to be funded by Drainage Area 56. REASONS FOR RECOMMENDATION/BACKGROUND: The Chief Engineer has filed with the Board of Supervisors, as the Governing Body of the Contra Costa County Flood Control and Water Conservation District, the Plans and Specifications for the Drainage Area 56, Line Z Channel Improvements Project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The project has been determined to be in compliance with the General Plan. A negative declaration of environmental significance pertaining to this project was published, with no protest, and the Board has considered the negative declaration together with all comments received during the public review process. The Board hereby FINDS, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment, and APPROVES the negative declaration. RECOMMENDATION APPROVE the special provision for the Line Z Lindsey Channel Project in Drainage Area 56 that permits the contractor to dispose of the 85, 000 cubic yards of surplus excavation material by sale to others in lieu of having to haul the material to the Lindsey Basin disposal site. II. FINANCIAL IMPACT It is estimated that this optional disposal method will yield at least an $85, 000 decrease in project .cost. REASONS FOR RECOMMENDATION/BACKGROUND On November 3 , 1987, the Board directed staff to not dispose of any project excavation material off-site until staff had determined that the material was not needed for the Lindsey Detention Basin and Delta Expressway embankments in the vicinity of the Laurel Road crossing. We have determined that the Lindsey Detention Basin excavation will generate sufficient material to meet these needs. We have been contacted by two sources indicating a need for fill material in the Antioch/Oakley area. Based on these contacts we believe a cost savings of at least $1. 00 per cubic yard can be attained by allowing the contractor to dispose of the surplus material to others in lieu of having to haul the material to the Lindsey Basin site. IV. CONSEQUENCES OF NEGATIVE ACTION Not disposing of surplus excavation material as proposed will result in higher project costs.
