III. REASONS FOR RECOMMENDATION/BACKGROUND
On November 3 , 1987, the Board directed staff to not dispose
of any project excavation material off-site until staff had
determined that the material was not needed for the Lindsey
Detention Basin and Delta Expressway embankments in the
vicinity of the Laurel Road crossing. We have determined
that the Lindsey Detention Basin excavation will generate
sufficient material to meet these needs.
We have been contacted by two sources indicating a need for
fill material in the Antioch/Oakley area. Based on these
contacts we believe a cost savings of at least $1. 00 per
cubic yard can be attained by allowing the contractor to
dispose of the surplus material to others in lieu of having
to haul the material to the Lindsey Basin site.
IV. CONSEQUENCES OF NEGATIVE ACTION
Not disposing of surplus excavation material as proposed
will result in higher project costs.
